Livelihood Officer ESSN III (IFRC03654)

IFRC is currently seeking a Livelihood Officer to join the ESSN III Team in Ankara (Turkey).

Job Purpose

The Livelihoods Officer will support the transition from basic needs to livelihoods under the Emergency Social Safety Net (ESSN) programme. He/She will focus on the identification of institutions that can provide entry into livelihood opportunities and support the development and implementation of an effective and functioning livelihood referral system.   The Livelihoods Officer will work under the supervision and guidance of Referral and Outreach Team Leader. He/she will work hand in hand with TRCS’ Outreach and Referral Team, and coordinate with other relevant IFRC and TRCS teams and units including protection, CEA, M&E and outreach teams.

Some Job Duties and Responsibilities

Support the set up and implementation of a livelihood referral mechanism  

  • Contribute to the development of a livelihood referral system including the identification of labour market needs, training services and livelihood activities available to refugees in Turkey. 
  • Support the development of the methodology to assess ESSN beneficiary profiles, identify the needs and eligibilities of individuals who might be able to benefit from getting referred. 
  • Participate in developing, maintaining and updating the livelihood referrals networks through supporting the establishment of an effective and strong referral platform which has linkages to livelihood actors’ activities. 
  • Provide support in the development of a livelihood referral tracking mechanism
  • Research and analyse policies and operational issues related to livelihood policies, programmes and activities.  
  • Liaise and network with external stakeholders to support the identification, development and management of potential partnerships to strengthen the livelihood referral component. 
  • Support the development and revision of the targeting methodology to identify able-bodied individuals within ESSN programme to increase resilience and supporting greater integration into the socio-economic life.   
  • Support the development of a list sharing platform and a system to track livelihood referrals and coordinate livelihood projects implemented in the field.  

Assessments and analyses  

  • Participate in ad-hoc studies and assessments related to livelihoods and capacity analysis  
  • Support profiling studies to identify individuals for socio-economic programmes  

Coordination, representation and reporting  

  • Support the set up of the working group on Livelihood transition, in close coordination and collaboration with government authorities and with TRCS. 
  • Represent IFRC with TRCS counterparts in relevant coordination meetings that related to livelihoods.  
  • Contribute to the coordination of Outreach and Referral activities and reporting with TRCS and IFRC counterparts. 

Education

Required

  • University degree in Economics, Political/ Social Sciences, Public Administration, or other related field

Preferred

  • Post-graduate qualification in a related subject to livelihoods 

Experience

  • A minimum of 3 years of relevant professional experience in livelihoods, cash assistance, education, labour market policies, economic development, or similar
  • Experience of working for a humanitarian/non-profit-making organization, prior experience in working with governmental institutions is a plus. 

Knowledge, skills and languages

Required

  • Strong knowledge of livelihood related needs and services with an understanding of the Turkish labour market and economy
  • Team player, with the ability to coordinate and engage others and build good working relationships with internal and external partners Strong analytical and written skills
  • Excellent interpersonal, communication and networking skills
  • Must be comfortable using Microsoft Word, Excel, and PowerPoint and conducting desk research

Preferred

  • Understanding of and/or experience with Red Cross and Red Crescent National Societies

Languages

Required

  • Fluently spoken and written Turkish

Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic)
