Position: Livelihoods Consultant
Location: Istanbul (with potential travel in country)
Reports to: Grants Manager/Deputy Country Director
Duration: 29 April 2019 – 10 May 2019
BACKGROUND
Relief International (RI) is a humanitarian, non-profit, non-sectarian agency that provides emergency relief, rehabilitation, and development services throughout the world. RI operates in 19 countries across Asia, Africa, and the Middle East and has extensive past performance responding to emergencies. RI’s goal is to empower the most vulnerable communities to develop lasting solutions to their most pressing challenges and to build an environment that creates permanent well-being.
In Turkey, the objective of RI’s programming is to fill the gap in health service delivery for refugees, particularly niche services that are not envisioned to be part of the migrant health centers. RI currently supports six mental health centers and three comprehensive physical rehabilitation centers across Turkey through five local partners with funding from the European Civil Protection and Humanitarian Aid Operations (ECHO) and the US Bureau of Population, Refugees, and Migration (BPRM). At the request of the Turkish Ministry of Health (MoH), RI is also undertaking dental hygiene promotion activities and a leishmaniasis prevention campaign with implementing partners targeting refugee communities.
Position Responsibilities and Duties:
The consultant will support the development of a two years livelihood project that will be submitted to BPRM. The program will focus on creating livelihood opportunities for youth refugees, with particular attention (51%) to refugees from countries other than Syria i.e. Afghanistan, Iran, etc. The project is anticipated to be focusing in Istanbul, in areas of high refugees’ concentration. However, depending on needs and opportunities, RI would consider also targeting areas other areas, where refugees are engaged in seasonal work for example.
Key outputs of the consultant include:
- Update stakeholder and institutional mapping of livelihoods projects in Turkey (to include projects targeting refugees other than Syrians)
- Update system mapping and SWOT analysis for livelihoods framework
- Update desk review of research looking at best practices in livelihoods programs (include best practices from the private sector, NGOs, government and academia).
- Analyze and summarize contextual opportunities and constraints for employment/self-employment with an emphasis on refugees other than Syrians
- Review of policies and practices relating to employment, enterprise development, access to work, etc.
- Prepare recommendations for RI SOW and indicators, to be presented to the Senior Team
- Develop project’s logframe and indicators
- Develop a project proposal, including activity budget, in cooperation with the RI country team
- Support RI country team identifying one or more implementing partners for the specific project
Qualifications & requirements:
- Advanced university degree (development studies, development economics, agriculture economics, labour economics) or related field.
- Minimum 8 years’ of relevant practical field experience in livelihoods or similar programming
- Demonstrated experience conducting assessments for proposal development
- In-depth knowledge of policy and regulatory environment in Turkey
- Familiarity with community-based, participatory approaches
- Fluency in English
