JOB ADVERTISEMENT – Livelihoods Specialist

CHILD SAFEGUARDING:

Level 3:  The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

The Livelihoods Specialist will be based in Istanbul with frequent travel to field locations, providing technical leadership to livelihoods programs in Turkey under Save the Children’s Child Poverty thematic area. In addition to designing innovative programmes and portfolio growth, the role holder will be providing technical oversight and coordination in order to support the quality and impact of field level livelihoods programmes for host and refugee communities. The role holder will be expected to lead programme design and proposal development activities in-line with the country strategy as well as lead on expanding scope and scale for livelihood programming in Turkey. The role holder will support capacity building initiatives as well as working with Operations teams, MEAL and Advocacy to carry out need based assessments and activities, including setting up quality benchmarks. The post holder is expected to have, passion to work for children and have the capacity to design and implement integrated programming. S/he is self-motivated able to manage a large workload and proactively support others in the field with regard to technical assistance.

Note: In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY: 

Technical Leadership:

  • Lead on technical assessments (including market assessment) in coordination with other SC thematic areas and/or other external sector agencies ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Working with the programme implementation teams to develop sector plan and contribute to Save the Children’s overall country strategy including in any emergency response.
  • Support fundraising efforts by leading on the development of high quality concept notes and proposals and engagement with donors’ technical advisors in Turkey
  • Support programme implementation to ensure appropriate and timely delivery of programme activities (for example preparing training materials capacity building support).
  • Support the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Working closely with the HR team identify staffing needs for the country office and provincial office programmes and ensure quality recruitment induction and training of new staff.
  • Work with Finance, Logistics and other teams to ensure appropriate and accountable modalities are in place.
  • Working closely with the Monitoring Evaluation Accountability and Learning (MEAL) team put in place a sector MEAL plan ensuring this links to reporting requirements and capacity build technical field staff in carrying out the work.
  • Working closely with the MEAL lead to put in place accountability activities ensuring that feedback from all relevant stakeholders is considered in programme design and implementation including children
  • Ensure that field livelihoods teams are engaged in a ‘culture of learning’ with opportunities to connect share experiences and lessons while also coming together to bring improvements to the overall standard of livelihoods programming.

Capacity Building:

  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.
  • Support the delivery of livelihoods programming in both urban and rural settings including trainings and remote coaching on practical elements (where required).

Representation & Organisational Learning:

  • Build and maintain positive relationships with relevant stakeholders including Government / Municipalities, Ministries, INGOs / UN Agencies, and local partners
  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and government and take a leadership role within Interagency Coordination forums ensuring the specific needs of children are being addressed including taking the lead in coordination working groups and clusters.
  • Take steps to document lessons learned for wider dissemination.
  • In collaboration with the Regional Office, feed in learning experiences and evidence to relevant global advocacy objectives as well as into regional and global learning forums.
  • Build strong relationship with key donors and represent organisation in relevant forums
  • Identify opportunities and material to contribute to communications and media work.

General:

  • Travel to field offices as needed to conduct capacity building and quality monitoring ensuring that all visits are supported by clear and constructive recommendations.
  • Deliver high quality results in a way which maintains the reputation of SC in Turkey
  • Comply with Save the Children policies and practice with respect to child protection code of conduct health and safety equal opportunities and other relevant policies and procedures.
  • Perform such other responsibilities as agreed with your line management.
  • Participatory identification of sustainable economic models of green economy and realization of business plans;
  • Support for the establishment, organisation and management of small-scale economic initiatives within the scope of the Green Economy, framed within sustainable productive models for communities, taking into account the productive, environmental, technical and commercial context of the benefiting communities and regions, within the scope of an integrated, sustainable and resilient territorial management approach that promotes the protection of biodiversity;

Support for the development of relevant content for communication and community awareness activities related to the theme;

EXPERIENCE AND SKILLS

  • Minimum 3 years of experience in livelihoods programmes, entrepreneurship, vocational training, job placement, social work and community mobilisation
  • Proven experience in relations with private sector
  • Excellent technical understanding of livelihoods and adolescent/youth focused approaches
  • Great ability to think holistically, child-centred and with innovation to find solutions to complex issues, such as child labour
  • Substantial knowledge and experience of establishing employability and entrepreneurship programs
  • Proven excellency in delivering capacity building efforts in the field of livelihoods, including leading trainings, and willingness to dedicate time to staff and partner development.
  • Advanced working knowledge with MS Office applications (i.e. Word, advanced Excel, Outlook, Teams) with high degree of proficiency and productivity
  • Strong communication (written and spoken), and interpersonal skills in English and Turkish, with experience in working with multicultural teams across diverse cultures and geographical distances
  • Excellent knowledge about the Turkish legal framework, especially in relation to entrepreneurship and employment
  • Attention to details as well as to risks to child safe programming, or other matters that impacts on accountability.

Desirable:

  • MSc or higher in a relevant field, such as Natural resource management, environmental economics or community development  experience
  • Experience in the technical area of blue/green economic development, community/livelihoods development with experience in working with local and indigenous communities and refugees
  • Experience in formulation of development projects/programmes related to blue/green economy and livelihoods
  • Knowledge of the national legal and institutional context related to blue/green economy and livelihoods
  • Experience in working with refugees
  • Communication skills (both written and spoken) in Arabic language

Position holder will be based in Istanbul, therefore legal right to work in Türkiye is necessary at the time of application.
