The MENTOR Initiative is an international NGO providing a humanitarian and healthcare aid to the northern areas of Syria in order to help them reduce the suffering of leishmaniasis disease through medical and prevention programs.

Post Description:

The Logistics Manager will support the MENTOR Initiative’s activities in Turkey and Syria in achieving the programme objectives in a timely manner and in response to identified needs on the ground. The consultant will be entrusted with the critical task of providing general Logistical Support in a complicated, challenging and insecure context.

 

Functional and hierarchical reporting lines:

Must report to the country director and work in collaboration with all departments (Programmes, Security, IEC etc.).

 

Mission and principal activities (by delegation, according to the indications given to him by the Country Director and the protocols in force):

 

 

  1. LOGISTICS

 

Logistics general Management

  • Ensure proper implementation of logistics procedures for warehousing and asset management, fleet and fuel management, communications systems and maintenance, local procurement and overall programme logistics support for activities.
  • Coordinate and ensure the maintenance, repair and installation (when necessary), of all vehicles, generators, communication equipment and IT materials.
  • Support the CD with daily management of the running, maintenance and security of MENTOR real-estate.
  • Coordinate the logistical filing system to include all equipment manuals, maintenance schedules and logs documentation e.g. way bills, stock cards/requests, etc.
  • Responsible for programme Asset Management and disposal. Ensure all programme assets are fully recorded, monitored and maintained as required.
  • Keep current documentation, maintenance and insurance of all MENTOR vehicles and ensure a proper usage of vehicle log books, fuel consumption, daily / weekly routine checks (incl. fuel stocks and logs completed and recorded daily).
  • Responsible for all logistical aspects of security management (fence, vehicles, security training of drivers and guards, comms etc),
  • Oversee selection/identification and maintenance of the office/accommodation facilities and their related utilities, ensuring safe and standard living and working conditions for all MENTOR sites.

 

Office / accommodation set-up / up-keep

  • Procurement, installation and maintenance of assets and equipment (internet, computers, communications equipment etc.) for MENTOR’s programme.
  • In close collaboration with CD, ensure security precautions are adequate as per procedures and context requirements.
  • Sourcing and management of MENTOR facilities (offices, warehouses etc.)
  • Supervise and facilitate transport of MENTOR goods in Turkey and Syria. This is including negotiating with transport companies, customs, Turkish and Syrian authorities.

 

Procurement

  • Ensure that MENTOR, and grant specific, procurement procedures are applied and respected at all levels.
  • Directly responsible for the procurement of equipment for the programme start-up (including comms equipment, VBD control equipment, vehicles).
  • Directly responsible for all local procurement of programme commodities, supplies and operational support items.
  • Work with the HQ Operations Support Officer and Grants Manager, at organisational level, on international procurement.

 

Fleet management

  • Coordinate and ensure the maintenance and repair of all vehicles.
  • Organise for purchase / rental of additional vehicles as required.
  • Ensure the proper usage of vehicle log books, fuel consumption, daily / weekly routine checks.
  • Keep current documentation, maintenance and insurance of all vehicles used by the MENTOR Initiative.

 

Comms

  • Ensure that needs for communication equipment (HF, VHF, Vsat) are clearly identified and procured / installed as appropriate.
  • Responsible for the proper usage and maintenance of all communication means.

 

Energy

  • Coordinate and ensure the installation, maintenance and repair of all generators, inverter/charger
  • battery systems and general electrical installations in the different MENTOR bases.

 

Stock management

  • Ensure that MENTOR standard procedures are in place for stock management at all levels (stock cards, waybills, stock requests, inventories)
  • Coordinate and ensure the purchase, maintenance and repair of all IT equipment. This includes installing antivirus and other software as well as availability of required equipment for regular backups of all computers.
  • Responsible for the setup of a complete, transparent and detailed list of assets. Ensure all The MENTOR Initiative Emergency Programme assets are recorded and monitored / maintained.
  • Manage the logistical filing system to include all equipment manuals, maintenance schedules and logs documentation e.g. way bills.

 

  1. HUMAN RESOURCES
  • In collaboration with other team members, organise for the recruitment of assistant logisticians, drivers, guards, cooks and cleaners as required and following MENTOR standard recruitment procedures.
  • Direct management of field logisticians, assistant logisticians, drivers, guards, cooks and cleaners.

 

  1. COMMUNICATION

Internal:

  • Participate in regular general team meetings as well as operational support meetings
  • Provide input to MENTOR weekly reports (sitreps).

External:

  • Assist the CD with field related information for external reports and/or donor proposals.
  • Participate in external meetings related to general context in the areas of intervention.
  1. OTHER
  • Active support of Finance Manager and finance and administration in general.
  • Includes the possibility of transfer to another similar post in another MENTOR Initiative country programme within the period of this contract agreement.
  • Any other duties as may be assigned by the CD and agreed with the HQ based Programme / Grants Manager.

 

Job Requirements:

  • Experience working in logistics with INGOs
  • Familiarity with NGO working environments and standard procedures.
  • Solid experience with operations in insecure and volatile environments
  • Fluent in English (written and oral)
  • Fluent in Turkish (written and oral)
  • Knowledge of Arabic is preferred but not required
  • At least 4 years’ field experience in a similar environment of which minimum two years would be as a logistician.
  • Experience in managing teams in the field in insecure environments
  • Proven capacity to train others
  • Flexible and willing to learn
  • Excellent team worker and communications skills
  • Practical, hands on approach
  • Ability to work long hours
  • Honest, conscientious and reliable
  • Organised, self-starter, able to build and maintain partnerships
