General Description of the Programme:

GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable.  GOAL was established in 1977 and is currently operational in 13 countries world-wide. GOAL has been working in northern Syria since 2013, responding to the acute needs of conflict-affected communities both through direct implementation and through partners, delivering food, non-food programming, water, sanitation and hygiene (WASH) services. GOAL has been contributing to the urban refugee responses in Turkey since 2016 with a focus on enabling access to health service and the protection services for vulnerable and marginalized asylum seekers in Turkey.

 

Overview of the Turkey Program

Currently, GOAL Turkey has two projects (ECHO funded LINK and PRM funded GREEN), LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable/marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey.

Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

 

Job purpose:

Based in Mersin and managed by the Office Manager, the position holder will be supporting and working in close collaboration with Turkey program team. Overall, she/he will be responsible to support office managers and Turkey program teams in smooth running of Mersin office and daily operations including following up with procurement and logistic needs of the Turkey Program. She/He will be supporting Mersin office he/she may be temporarily assigned other offices in Turkey program when assigned by the line manager in below described works.

 

Duties, objectives and competencies

 

  • Finance: To ensure that GOAL policies and procedures in relation to finance are adhered to in relation to

 

  • Processing payments to ensure that all they all comply with the relevant National laws, donor regulations and GOAL policies
  • Updating of hard and softcopy cash and bank books in Mersin in relation to the above payments
  • Management of a cashbox
  • Weekly cash counts
  • Requesting funds as and when required
  • Trips to the bank to collect money
  • Training of all new staff in Mersin in relation to floats, finance paperwork and other responsibilities related to finance
  • Ensure appropriate segregation of duties with regards to all activities within the Mersin/Adana offices
  • Staff Support: Facilitate the functioning of the GOAL Office in Mersin as directed by the Office Manager (Adana) and in close collaboration with Turkey program teams:

 

  • Support system functions within the office to ensure that staff in the office have adequate support.
  • Support the new staff in the offices, including but not limited to, providing a workspace and relevant equipment
  • Ensure ensure office and kitchen supplies are stocked
  • Support the program functions defining the needs, raising purchase requests, ensuring purchases done on time, stored adequately.

 

  • Logistics: Manly facilitate the functioning of the logistics of GOAL Office in Mersin and other Turkey program offices when needed temporary based as directed by the Office Manager in Adana:
  • Follow the payments of utility bills of the premises in Mersin, make sure that they are paid on time.
  • Ensure timely repairs and maintenance of premises ensuring all services are working to an adequate standard,
  • Support the relocation of premises and equipment as needed,
  • Ensure the regular delivery of drinking water at all locations,
  • Ensure that GOAL Mersin office is clean and neat and supervise cleaner in their daily duties and address any issues that may arise,
  • Monitor stocks and use of consumables and the functioning of equipment/assets, and actions accordingly,
  • Ensure materials and goods requested from program side adequately received, stored, tracked and maintained until they are delivered to beneficiaries. Create material list, complete regular list checks.
  • Assist in monitor and control of local stores including programme stocks; maintain stock cards, prepare Goods In Dockets, Delivery Dockets etc. as per GOAL Logistics policies, and dispatch goods only after receiving Internal Requisition Forms (IRFs)
  • Raise the PRs for logistics and program needs (including consumable, office supplier etc.) promptly,
  • Asset management will be performed in coordination with related logs staff;
    • Assist to manage assets based in Mersin office, ensure staff sign for assets, complete regular asset checks and support to logistics team to maintain the asset register.
    • Ensure filing system is as it is required.
    • Performed labelling of any newly purchased or donated assets by supporting related logs staff.
    • Follow all actions and paperwork related to change of status of assets through sale, disposal, write off, handover, send back to HQ, loss and damage of assets.
    •  Ensure that an effective system is put in place for the transfer of material and goods between GOAL offices in Turkey.
    • Ensure only authorized personnel access to the assets.
  • Raise the PRs for logistics and program needs (including consumable, office supplier etc.) promptly,

 

  • Ensure all Logistics paperwork for the Mersin offices is properly completed and filed,

 

  • Procurement: Facilitate the functioning of the procurement of GOAL Offices in Mersin and other locations in Turkey program as directed by the Office Manager:

 

  • Assist in systems and program procurements as needed in collaboration/ cooperation with the procurement team; guesthouse and office-related supplies, furniture and hardware as needed,
  • Assist in support the Procurement teams based in other locations collecting quotations locally, scanning and emailing etc.
  • Ensure that all procurement is carried out in a timely manner and in accordance with GOALs procurement manual,
  • In conjunction with Finance teams, assurance is provided to GOAL’s management that GOAL’s procurement practices provide the highest value for money, through following assurance and control framework
  • Follow up procurement charts and authorization table accordingly.

 

The above list of duties is not exhaustive list. The Logistics Administration Finance Assistant is expected to complete additional responsibility and tasks as requested by the direct supervisor.

Requirements (essential)

  • Minimum two years’ experience in procurement/logistics/finance
  • Degree in relevant field (engineering, economics, sales and marketing,…etc)
  • Excellent communication skills
  • Good English language skills
  • Solution focused, team player, able to work in a flexible, supportive manner to colleagues
  • Competent computer skills, in particular MS Word and Excel
  • Able to travel in city and to other cities

Requirements (desired)

  • Experience of working in the NGO sector
  • Medium level Arabic language

GOAL

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.
