JOB PURPOSE

The MIS Officer is responsible for maintaining and upgrading the central and project-specific databases, conducting data analysis, and supporting the design of various database tools and strategies.

CHAIN OF COMMAND 

Under the authority of:

- MIS/GIS Officers and Assistants

- Project Managers

- Project Development Manager/Officers

- Implementing partners/ Partner Organizations

OBJECTIVES

1. Create and maintain appropriate databases for all projects, in line with ACTED AME guidelines;

2. Provide accurate, reliable and insightful data analysis as required. 

DUTIES AND RESPONSIBILITIES

1. Database Management System Implementation

a) Maintain the country’s central and project-specific databases;

b) Ensure all data is entered and updated in the databases and tables;

c) Support the AME Officer and Monitors/Surveyors in ensuring that data is collected in a timely and accurate manner according to the reporting and monitoring requirements;

d) Check the quality of the data submitted by field staff;

e) Liaise with field staff regarding missing data, eventual mistakes, data discrepancies and/or inconsistencies;

f) Perform “clean data” when needed;

g) Ensure proper filing of hard and soft copies of survey questionnaires, lists of beneficiaries or other data collection tools or documents; 

h) Maintain and further develop the structure or format of the databases as required;

i) Implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability;

j) Provide database technical support to ACTED teams, and troubleshoot both hardware and software issues.

2. Data Analysis

a) Verify the accuracy of the data collected during assessments;

b) Clean data collected during assessments and flag any issues to the relevant departments;

c) Extract queries, figures, and reports from the database;

d) Generate data visualization such as charts, graphs, tables to be included in communication tools, reports, assessments and any other documents as per needs;

e) In collaboration with the AME Officer, provide data analysis of projects’ activities and assessment data;

f) Support the improvements of the data collection tools and processes and pilot new ideas with assessment teams in the field.

3. AME: 

a) Assist in developing tools such as verification, baseline, endline, KAPs surveys, monitoring tools

b) Research about new software that can better satisfy the needs of the AMEU in conducting data collection and data analysis 

c) Code tools into ODK and troubleshoot any issues related to ODK surveys

d) Clean and analyse data for all projects

e) Develop data visualization material such as factsheets/infographics Research new data visualization tools 

f) Assist AME and Capacity-Building Officer in reporting whenever needed

g) Participate in Weekly Coordination Meetings

h) Participate in Working Groups and Cluster meetings relevant to the projects and to AME/MIS (with AME Manager)

i) Translate questionnaires

j) Participate in kick-off, Close-out meetings

k) Assist in developing assessment tools

l) Clean and analyse data from assessment

4. Other

a) Provide regular and timely updates on progress and challenges to supervisors and other team members;

b) Participate in database-related workshops and meetings as required;

c) Perform any other related activities as assigned by immediate supervisor. 

KEY PERFORMANCE INDICATORS

- Database Management System (DBMS) in place and function that allows at least the reporting on ACTED’s 16 global standard indicators

- Number of database outputs (reports, infograms, etc.) produced during the past 6 months

- % of ongoing projects with project specific databases developed

- Average time needed to fulfil database service requests

- % of fields that have missing or incorrect data
