General Functions:  

Under the overall supervision of the M&E Officer (Whole of Syria) and the M&E Officer (Cross Border), the successful candidate will provide support in the implementation of M&E activities and accountability to affected population (AAP) mechanism across cross-border operations in Northern Syria in line with IOM policies, standards and commitments. S/he will support the M&E department in implementing AAP mechanism in line with IOM’s commitment to AAP in providing safe and secure channel for affected population for participation, information and feedback.

Major Duties and Responsibilities:

1. Provide support in the cross-border accountability to affected population (AAP) mechanism. Responsibilities include i) verification and followup of  AAP feedbacks; ii) translation of feedback and response to complainants; iii) updates feedback log.

2. Ensure all feedbacks received through the AAP are accurate and verified thoroughly. 

3. Follow-up with operations to take appropriate actions to resolve the issues or recommendations captured in the AAP. 

4. Support in the reports, analysis and findings AAP.

5. Support in the review and updates of AAP SOPs and guidelines.  

6. Support in AAP regular lessons learning sessions with implementing part, cross-border operations and other relevant unit. 

7. Follow-up, consolidate, review and translate M&E reports from implementing partners. 

8. Liaise with Cross-border operations and other relevant unit feedbacks from AAP. 

9. Translation of all AAP tools, data, findings and reports.  

10. Support in other M&E cross-border related task which include but not limited to: i) translation of M&E data, ii) communicate M&E result to implementing partners; iii) implementation of cross-border M&E activities; iv) ensure all collected data are accurate, reliable, valid and archived.

11. Support regular M&E coaching sessions for colleagues and Implementing Partners (IPs) on:

• Adherence to agreed standards of implementation;

• Encourage widespread use of appropriate data collection methods

• Zero tolerance on SEA cases

• Accountability to beneficiaries

12. Support in Monthly, Quarterly and Annual M&E reports.

13. Adhere to IOM Data Governance standard and policy. 

14. Adhere to IOM staff standard and policies and practice PSEA at all times. 

15. Perform such other duties as may be assigned. 

Required Qualifications:

Education: 

• University degree in Social Science, Development Management or Planning, Statistics or a related field from an accredited academic institution with three years of relevant professional experience; or

Completed High School degree in above field with five years of relevant experience.

Experience: 

• Experience in Monitoring and Evaluation in Syrian context, an asset;  

• Experience in Information analysis and report writing;  

• Proven ability in translation from/to Arabic to/from English is required;

• Proven ability to consolidate and validate information from multiple sources;   

• Proven ability to work with presentation software, e.g. Microsoft PowerPoint is a must;   

• Knowledge in advance excel, powerBi, and statistical analysis, preferred;

• Experience in M&E implementation and community-based feedback mechanism is an asset.

Languages: 

• Fluency in Arabic and English is required.
