Position Title: Monitoring and Evaluation Assistant – Commodity Tracking System (CTS)
Duty Station: Gaziantep-Turkey
Classification: 6 months Special Short Term Graded Contract –with possible extension (G5)

General Functions:  

Under the overall supervision of the Senior Programme Coordinator and direct supervision of the Monitoring and Evaluation Officer (Whole of Syria (WoS)), the incumbent will be responsible for the processes and outputs related to implementation of the Commodity tracking sytem (CTS) throughout the cross border projects’ cycle. The incumbent will work with all the relevant actors to ensure that CTS processes are in line with IOM policies, standards and commitments.

Major Duties and Responsibilities:

1. Support in the implementation of Commodity Tracking System. Prepare and maintain CTS equipment, device and materials. 

2. Liaise with implementing partners and warehouse unit to ensure implementation of CTS is in line with agreed SOP. 

3. Provide CTS technical support to implementing partners and warehouse personnel. Ensure data and information submitted to CTS platform is correct and accurate.  

4. Document all issues and concern and lessons learn of CTS implementation. 

5. Liaise with cross-border operations schedule of shipment and IP distribution plan. 

6. Maintain, review and analyze CTS dashboard. 

7. Prepare CTS reports, analysis and dashboards.

8. Review loading, unloading and beneficiary data from CTS Flatform. 

9. Support circulation of CTS reports, analysis, findings to relevant project manager and cross-border units. 

10. Translate module and other CTS materials from English to Arabic. 

11. Support in Monthly, Quarterly and Annual M&E reports.

12. Adherence to IOM staff standard and policies and practice PSEA at all times. 

13. Perform such other duties as may be assigned. 

Required Qualifications:

Education: 

• University degree in Social Science, Development Management or Planning, Statistics or a related field from an accredited academic institution with three years of relevant professional experience; or

• Completed High School degree in above field with five years of relevant experience.   

Experience: 

• Experience in Monitoring and Evaluation in Syrian context, an asset;  

• Experience in M&E implementation and community-based feedback mechanism, is an asset, 

• Information analysis and report writing, required;  

• Proven ability to consolidate and validate information from multiple sources;   

• Proven ability to work with presentation software, e.g. Microsoft PowerPoint is a must;   

• Knowledge in advance excel, powerBi, and statistical analysis, preferred.

Languages: 

• Fluency in English and Arabic is required.
