Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a qualified MEAL Manager (National Position) based in Sanliurfa.

Supervisory responsibility MEAL Assistants

Working closely with: Concern programme teams

Job Status: Fixed term – One Year (extendable)

Job Grade: C

Job Purpose:

The MEAL Manager will ensure programme quality and accountability through the efficient planning, monitoring, evaluation, coordination, and review of M&E activities relating to Concern’s programmes in Turkey. The job holder will be responsible for the coordination of the collection of monitoring and evaluation information performing her/his responsibility from Concern’s Urfa Office with frequent visits to project sites in SE Turkey.

Main Duties and Responsibilities:

To lead M&E function within Concern MEAL Unit in close coordination and collaboration with Information Management and CRM functions as well as programme units.
To lead and coordinate regular monitoring activities undertaken by the M&E team.
To build a strong, efficient and cohesive team, and
Ensure the quality of the information collected by the M&E teams is high through verification and validation
To support the planning and implementation of Concern’s monitoring and accountability work to improve programme quality of Concern’s Turkey programmes
To provide capacity building support to Concern’s partners and the M&E team by regular visits field areas and maintain strong working communication with teams.
To prepare high quality M&E reports in a timely manner on M&E findings and recommendations, and to track the implementation and relevance of recommendations over time.
Ensure that all programmatic indicators are being measured systematically, and quality monitoring is conducted in cooperation with programme teams.
To assist in the development of monitoring and evaluation methodologies and implementation of evaluation exercises across all programmes
To ensure lessons learned workshops organized for all grants, relevant learnings are documented and widely shared within the organization.
Provide technical support on M&E and evidence-based recommendations to the relevant Programme Managers as appropriate
Ensure that implementation of field activities adheres to Concern’s accountability, programme participant protection policy, M&E and other standards
To work as part of a team, providing any other support required by the MEAL Coordinator.

Person Specifications (Requirements):

University degree in social science or related fields
Minimum three years of relevant experience (including M&E, accountability or programme quality role in humanitarian organizations)
Demonstrated experience of data analysis and visualization skills
Demonstrated experience of M&E analysis and research, including data analysis and statistical methods
Strong written and verbal communications skills required
English language skills are essential including high quality report writing in English
Good organizational skills, time management skills, team management experience

Preference will be given to candidates who:

Good understanding of Turkish Personal Data Protection Law, and EU General Data Protection Regulation (GDPR)
Arabic/Turkish highly advantageous
Adaptable, self-motivated, willing to learn and take on extra duties as required;
Commitment to beneficiary accountability and humanitarian ethics.
Ability to use Power BI and Zoho reports
Ability to use map application such as (QGIS, ArcGIS…..).
Database Design using any application such as (MySQL, SQL Server)
