Role Purpose

Shafak is implementing a project with one of its partners in the FSL sector, and thus Shafak seeks a MEAL Assistant under this project. MEAL Assistant is a part of MEAL team, based in Gaziantep to support the implementation of the overall MEAL system. MEAL Assistant will work closely with Syria field MEAL team to ensure that the data needed to track progress against commitments is flowing from the Field Office to Gaziantep, is being reviewed to increase data quality and inform project adjustment where necessary. MEAL assistant will work under the MEAL S. Officer/ coordinator in Gaziantep, report directly to the MEAL S. Officer/ coordinator to assist the running of the MEAL system including the following activities; data collection, data entry, database management and analysis, assisting with planning field visits and assessments and evaluations in the field for SHAFAK direct projects.

KEY RESPONSIBILITIES:

  • Assist in the coordination of qualitative and quantitative data collection processes such as post-distribution monitoring (PDM), focus group discussions (FGD), exit interviews, and similar activities, including strengthening the capacity of feild MEAL team in qualitative and quantitative data collection.
  • Support the S. MEAL Officer to develop appropriate qualitative and quantitative monitoring, tracking systems, tools and templates that enhance monitoring of project outputs and quality, generate quality evidence on project effectiveness and prepare data for decision-making processes.
  • Produce summary reports that include graphs, charts, tables, narratives as requested to fulfill internal and external reporting requirements
  • Verify the quality of data collected from the field based on validity, timeliness, precision, reliability, and integrity of performance data gathered to monitor program performance.
  • Assist the S. MEAL Officer in the development and implementation of MEAL tools according to the project log frame and ensuring quality assurance of field data (completeness, reliability, validity, timeliness, and integrity).
  • Provide technical feedback on MEAL findings and follow up on the utilization of monitoring results stated.
  • Organize, collect, compile and document all program and MEAL-related data and files, ensuring that all records are properly organized and stored
  • Provide technical assistance to facilitate the application of tools for Humanitarian Accountability (Complaints and response mechanisms) and the mechanism of reporting for assigned projects.
  • Perform such other duties as may be assigned such as coordination and leading monthly MEAL plan development etc.
  • Update SHAFAK beneficiary tracking sheet with beneficiary data on a monthly basis.
  • Writing MEAL reports based on data collected from the field

Required Qualifications, Experience and Attributes

  • University degree in Computer Science, Social Science, Information Management or a related field from an accredited academic institution with two years of relevant professional experience.
  • University degree in the above fields with year of relevant professional experience.
  • Previous Monitoring, Evaluation, Accountability and Learning experience
  • Demonstrated ability in the use of quantitative and qualitative data collection and analytical techniques.
  • Good organizational and time management skills.
  • Strong skills in producing a quality narrative report in English.
  • Experience in field data collection and management of field enumerators.
  • Strong skills in Excel and other MS office software. Experience and abilities using Geographical Information Systems such as Geodatabases, ArcGIS software, and other operational mapping tools;
  • Experience in project management and implementation;
  • Experience in training data collectors working in camps and host communities;
  • Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets;
  • Working experience in the region is an asset.
  • Turkish citizenship
