The position is to be filled by June, 2023, with a contract duration until edn fo the project. Employment location will be Gaziantep, Turkey. The position is paid according to [[paygrade]].

 

The MEL Manager will oversee the implementation of a functional MEL system for WHH Turkey projects. The incumbent will provide technical support to the project team, coordinate the design of monitoring, evaluation and learning initiatives. The holder will ensure all the projects are regularly monitored in line with the MEL plans and donor agreements, coaching the project staff as required. In addition to regular monitoring of impact for donor reporting and compliance, the position-holder will develop and implement monitoring tools and systems as required, in close collaboration with WHH Program unit to ensure the contribution of each project is measured and captured on regular basis. The MEL Manager will play a key role in the reporting process, ensuring that WHH delivers on all internal MEAL requirements in a timely manner and with high quality information, including reporting on measuring success indicators, interim project reports and annual participant count reporting.  

 

The position holder will support the HoPs and Project Officers to design and implement coordinated mechanisms for MEL in line with WVS minimum standards. The MEL Manager will also contribute to resource mobilization efforts by conducting the required needs analysis, designing theory of change and log frames and ensuring the project designs align with WHH, government and partner priorities. 

 

Your responsibilities

Roles and Responsibilities

Design, management, and supervision

  • Spearhead the development and oversee the implementation of the MEAL systems (emergency & development) for the projects assigned, ensuring accountability to donors and beneficiaries
  • Provide ongoing management, coaching and supervision to all Turkey based MEL support staff, including the staff of partner implemented projects
  • Facilitate review and reflection meetings with project and partner staff to review project data, identify challenges with project implementation and monitoring, and plan for corrective adjustments.
  • Collaborate with and advise Project MEAL Officers to mainstream MEAL minimum standards in project implementation and program development
  • Provide support in the management of all overarching MEAL systems/processes as per the MEAL short-cuts library - such as the MEAL Monthly Reports (MMR), organizational projects overview database, WHH Turkey assessments and reporting database, WHH MEAL Guidelines, Project MEAL frameworks.
  • Collaborate with MEAL teams within and outside WHH to support harmonization of MEAL systems and approaches, sharing capacity and experiences

 

Program monitoring

  • Participating in the development of tools and guidelines for data collection, collation, and reporting, with a focus on establishing Indicator Performance Tracking Table by project and guided by the MEAL plan.
  • Systemically cross-check project data for quality, accuracy, and consistency, and providing timely feedback, as necessary.
  • Undertake regular post distribution monitoring to ensure project performance, quality, timeliness, and accuracy vis-à-vis logical framework approaches (LFAs), results frameworks, performance monitoring plans and emerging best practices.
  • Tracking trends and recommendations and progressing their implementation in the planning and project design where appropriate.
  • Support and/or promote utilization of data generated through MEL activities and events such as monitoring visits, baselines, assessments, reviews, real time evaluations etc; by conducting regular and/or periodic trends analysis and producing short and precise internal reports in line with WHH requirements
  • Ensure timely communication of MEL findings at all levels.

 

Evaluations and Learning

  • Support Head of Projects and the Project MEAL Assistants with conducting assessments as needed
  • Participate in the design and implementation of quality evaluations (needs assessments, situational analysis, baseline, and end line assessments, real time evaluations etc;).
  • Support and update SharePoint as knowledge sharing platform through standard documentation of photographic images and key project documents in a centrally shared folder which is well labelled and has a user-friendly retrieval system to all staff.
  • Work with projects team to promote learning culture and ensure learning is shared across projects by encouraging cross learning between and within sectoral teams.
  • Consolidate and document lessons learned and best practices and share with relevant stakeholders pertaining to accountability, gender, and social inclusion.
  • Conduct meta evaluation of all completed project evaluations to establish key learning and recommendations to inform future evaluations and programming
  • Lead quarterly review meetings, ensuring excellence in preparation and capture of strategic actions.
  • Closely work with the Senior Accountability Officer in the implementation of community feedback mechanisms, ensuring community opinions are documented and used adjust existing programing and foster new designs.

 

Research and documentation

  • Support the projects in documenting and disseminating innovations and new research findings related to monitoring, evaluation and learning processes
  • Provide meaningful data summaries and visualization to demonstrate result to the Country Office on the contribution and performance of each project.

 

Staff management, mentorship, and development

  • Coordinate, lead, mentor and support a dynamic small to medium team of MEAL staff; foster timely and high-quality achievement, and an inclusive and respectful team climate
  • Provide technical guidance to MEAL staff on the development of MEAL plans and corresponding tools and approaches to enhance the quality of WHH Turkey programming
  • Ensure that local stakeholders and partners are provided and included in MEL training opportunities when appropriate.
  • Oversee the recruitment of MEAL staff in line with the WHH guidelines.

 

Your profile

Required Qualification

  • Education: A minimum of a University Degree in Social Sciences, Statistics, Information Technology, Community Development, International Development, and any related field.
  • Working experience required: Minimum of five years’ work experience in humanitarian emergency, monitoring and evaluation with reputable humanitarian organisations. At least three years of the working experience should be at senior level.
  • Technical and language skills:
    • Strong computer application skills, with good command of CommCare and PowerBI
    • Fluency in English,

 

Desired Qualification

  • Technical qualifications required: Analysis using qualitative and/quantitative methods including use of participatory methods and tools for planning, monitoring and evaluation, and data visualisation.
  • Professional technical skill desired: Knowledge of the SPHERE standards, Code of Conduct for Red Cross/Red Crescent, Humanitarian Accountability Partnerships (HAP); Core Humanitarian Standards (CHS) and other international humanitarian standards and other capacity-building skills.
  • Working experience required:
    • Experience in planning and managing surveys.
    • Experience in developing and refining data collection tools.
    • Experience with data quality assessments and oversight.
    • Experience in managing and providing training to target beneficiaries.
  • Technical and language skills:

    • Excellent analytical skills
    • Good team player, flexible and capable of working with a multinational country team, and capable of working under pressure
    • Good organizational skills
    • Arabic or Turkish great asset.
