Takaful Al Sham Charity is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict-affected population.
Takaful Al Sham Charity partners directly with affected Syrian populations delivering humanitarian and development programs, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Role Purpose:

The MEAL Officer will be responsible for leading the Monitoring and Evaluation activities for the whole project stages. He/she is responsible for field team supervision, develop data collection methodology, lead data collection activity, carrying out data cleaning analysis, and reporting. The MEAL Officer is in charge of submitting reports internally and he/she will seek to meet the donor requirements, in addition to attending internal and external meeting regarding the project / projects which he/she is responsible for.

Key Responsibilities:

Responsible for implementation of M&E framework of projects, this includes preparation of M&E plan, M&E activities’ implementation plan in close coordination with the Program department and according to Takaful Al Sham M&E Policy and procedures.

Ensure the implementation of M&E activities according to M&E procedures of policy of TAS

Participate in developing operational M&E tools (e.g., questionnaires, database, data collection forms & methodologies, etc.)

Responsible for coordinating data collection, data entry and data verification with designated project staff (based on project M&E plan) to ensure from accuracy and reliability of collected data.

 

Checking the Monthly MoVs of projects and Updating on Monthly basis the projects' database, project indicators tracking table IPTT.

 

Lead field M&E team, establishing implementation plans and circulating findings of M&E reports with related departments on time.

 

Represent the department and ensure effective participation in meeting and workshops with partners, donors, and other parties.

Follow up on daily basis the work of M&E field officers in Syria.

 

Support accountability department in handling complaints, sharing information and measuring activities related to his role.

 

Participating in designing and following up on need assessments activities.

Participate in developing the monthly, and yearly plans of the Quality and MEAL department.

Meeting donor’s requirement in the projects who is in charge of, and ensuring that the M&E activities run smoothly and according to procedures of donors and TAS Quality Department.

Lead lessons learned activities collection and ensure their dissemination between all stakeholders.

Any other related tasks related to MEAL assigned by his manager.

Qualifications and Experience:

Three years’ experience in a similar position with NGOs / INGOs

Good experience in data analysis programs (Excel, Power BI, SPSS, etc.)

Advanced level of M&E report writing.

Advanced skills in English and Arabic language are a must.

Intermediate / knowledge of Turkish is an added value.

Additional Requirements:

Bachelor’s Degree in statistics, social sciences or closely related to the field is preferable.

Good understanding of humanitarian principles and context.

Flexible with respect to job priorities and assigned tasks from the M&E Coordinator.

Good communication skills and ability to work as part of the team.

The ability to work under pressure in emergency humanitarian context.

Knowledge of the local context is a must.
