Technical Assistance to Support the Monitoring of Actions Financed under the Facility for Refugees in Turkey (Facility) (SUMAF)

TERMS OF REFERENCE

Position: Senior/Junior Non-Key Experts

Monitoring Experts- Infrastructure (Lead Monitors and Co-Monitors)

1. Background Information

The “Technical Assistance to Support the Monitoring of Actions Financed under the Facility for Refugees in Turkey (SUMAF)” project has its Overall Objective to enhance the efficiency, coordination and complementarity of the support provided by the EU to refugees and host communities in Turkey and to ensure accountability on the use of resources. Its purpose is to ensure tracking and measuring the results of interventions financed in the priority areas of the Facility and the impact of the Facility as a whole through the operationalisation of a results-based monitoring system for the Facility. This monitoring system is tracking progress of Facility-funded interventions against defined targets and is measuring the level of achievement of outcomes in the priority areas and overarching objectives of the Facility.

SUMAF has three result areas:

  • Result Area 1: Result Framework indicators of the Facility are tested and reviewed to ensure quality reporting of the achievements of the Facility against its priority areas and overarching objectives;
  • Result Area 2: A Facility result-based monitoring system is operationalised to ensure effective monitoring and quality reporting on implementation of the Facility-funded interventions; and
  • Result Area 3: Capacity of implementing partners on results-based monitoring of EU-funded actions is increased.

A Technical Assistance Team (TAT), comprising of two Key Experts (KEs), long-term Senior Non-Key Experts (SNKEs) and a backstopping team is located in SUMAF Ankara office to deliver an agreed workplan across all three Result Areas.

In order to carry out its mandate, SUMAF TAT has a continuous technical dialogue with the EU Delegation (EUD) in Ankara, EUD Project Managers (PMs) responsible for specific Actions, Implementing Partners (IPs) and other relevant stakeholders. This is necessary to ensure that SUMAF is kept abreast of current developments related to the Actions, understands EUD monitoring and evaluation needs and has access to all relevant documentation.

We are looking for Monitoring Experts who will mainly work under Result Area 2 which involves the organisation, execution and follow-up of an intensive programme of monitoring of ongoing and completed interventions (Actions) funded under the Facility. Each monitoring mission has its own Monitoring Mission Plan which documents the profile of the monitoring team to be deployed, the methodology/approach to be used, specific questions to be answered and the expected content of the final Monitoring Report. The overall methodology has been agreed with the EU Delegation and is presented in SUMAF’s Monitoring Manual (including the specific formats to be used).

2. Assignment Purpose

The main role of the Senior and Junior Monitoring Experts will be to act as Lead Monitor and Co-Monitor (respectively) for the different types of monitoring missions (ranging indicatively from 10 to 20 working days per action/project) and to prepare monitoring reports in line with the SUMAF monitoring methodology.

3. Profile Requirements

The required profile of the Monitoring Experts is as follows:

Education and Experience

  • Relevant bachelors or higher degree in engineering or architecture;
  • At least 10 years of experience (for Senior NKEs) or at least 5 years of experience (for Junior NKEs) in project/programme management relating to the design and delivery of infrastructure projects either in the private or public sectors or in the international development field;
  • At least 5 years (preferably 7 years) for Senior NKEs and at least 3 years for Junior NKEs of specific experience in results-based approaches, monitoring and/or evaluation;
  • At least 3 years of specific experience for Senior NKEs (also preferably for Junior NKEs) in programme/project level monitoring and/or evaluation in: municipal infrastructure/ infrastructure[1];
  • Experience in the monitoring and evaluation of large-scale projects/actions;
  • Experience in PCM and Logframe approach (required);
  • Experience in EU procurement rules and procedures (preferred).
  • Excellent English-language report-writing skills (in the infrastructure area).
  • Prior working experience in monitoring EU funded projects/programmes implemented by International Financial Organisations (IFIs) or International Organisations (e.g. UN, WB, DFID, USAID etc) (preferred);
  • Experience in migration management (preferred);
  • Prior work experience in Turkey (preferred).

Other skills

  • Strong organizational, interpersonal and communication skills;
  • Ability to present ideas and complex arguments in writing and in oral presentations in a logical and persuasive manner (in English) is required;
  • Proven ability to interact effectively with a range of different stakeholders is necessary;
  • Willingness and ability to travel to provinces in Turkey;
  • Turkish speaking, reading, and writing skills are considered a major asset;

4. Key responsibilities:

  • Conducting desk review of all relevant Action documentation;
  • Overall mission planning (incl. coordination with SUMAF TAT, other team members, EUD and Action staff in Ankara and in selected provinces);
  • Preparation and finalisation of the mission schedule with the support of other team members and SUMAF TAT;
  • Participating in internal SUMAF and EUD briefing and debriefing meetings;
  • Conducting preliminary stakeholder interviews in Ankara with key Action staff and other important stakeholders;
  • Conducting interviews and coordinating data collection in selected provinces in line with SUMAF methodology;
  • Coordination of analysis of all qualitative and quantitative data and preparation of the draft Monitoring Report (the main responsibility lies with the Lead Monitor);
  • Presentation of key findings to SUMAF TAT and the EUD at debriefing meetings;
  • Responding to feedback on the draft mission report from the EUD and from the implementing partner (responsible for the implementation of the Action);
  • Preparation of final Monitoring Report.

5. Main Outputs/Deliverables

  • Finalized mission approach and methodology paper;
  • Preparation of the first, second and final draft of monitoring report (the Lead Monitor has the final and overall responsibility for the delivery of the Monitoring Report);
  • Delivery of mission pictures and collected action documents during the mission to SUMAF.

6.Location and Timing of the Assignment

The monitoring missions will be conducted in Ankara and selected Action provinces in Turkey and will include indicatively 10 to 20 working days per action/mission for each expert.

 7. Reporting

The Expert will work under the coordination SUMAF Key Expert (Monitoring Expert) and/or Priority Area Lead (PAL) and directly reports to them. In addition, he/she will work closely with the Monitoring Team of experts assigned to each specific mission.
