General Functions:

Under the overall supervision of the Senior Resource Management Officer and direct supervision of the Resource Management Officer – Gaziantep and in close coordination with the Office of Legal Affairs (LEG), the incumbent will be responsible for various legal support services to the mission.  

 

Major Duties and Responsibilities:

 

  1. Build the capacity of relevant mission staff in drafting contracts, agreements and Memorandum of Understanding (MOU) in accordance with IOM policies, instructions, regulations and rules.   
  2. Review contracts ensuring standard and nonstandard terms are well-articulated and communicate with LEG particular deviations from templates, issues and risks related to the contracts.
  3. Coordinate with relevant units outside the mission such as Legal Contract Review, Accounting Contract Review, Department of Emergencies, ICT and other offices, obtaining required approvals and endorsement in timely manner,
  4. Provide legal advice on queries regarding project implementation disputes and on available / possible legal recourse, in close coordination with LEG .
  5. Be available to explain and communicate with contractual counterparties the salient provisions of the agreements.  
  6. Coordinate with LEG the approval of donor agreements, external party template contracts and MOU.
  7. In case of arbitration or law suits, prepare reports of the facts of the case, collect evidence and refer to the Office of Legal Affairs.
  8. Assist t LEG Contract Review in developing new contract templates and improving existing templates.
  9. Keep the records of all work done in a confidential manner and in developing a contract retrieval and reference system.
  10. Draft research papers on various legal issues.
  11. Attend proceedings at local courts, as per mission’s instruction, in coordination with LEG.
  12. Perform such other duties and responsibilities as may be assigned.

 

Required Qualifications:

Education:

  • Master’s degree in Law or a related field from an accredited academic institution,; or
  • Completed bachelor’s degree in Law from an accredited academic institution, with two years of relevant professional experience;
  • Certification or certificate of passing the bar examination. 

 

Experience:

  • Excellent knowledge in all matters of law related to the field of work, which can range from corporate companies to non-government organizations;
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders and agency rules;
  • Excellent analytical and decision-making skills;
  • Excellent negotiation and communication skills;
  • Experience in reviewing legal documents, papers and developed research skills and knowledge of migration issues an advantage.

 

Languages:

  • Fluency in English and Turkish is required.  
  • Knowledge of Arabic is an advantage.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
