General Functions:

IOM Türkiye is developing a Migration, Environment and Climate Change Portfolio, which requires technical expertise in the climate change field. To provide that technical guidance, IOM is seeking a National Officer to guide to manage staff falling under projects within that portfolio. IOM Türkiye is also seeking an incumbent to support programme development and donor liaison efforts, particularly in the scope of migration, environment, and climate change.

Under the overall supervision of the Chief of Mission, the direct supervision of the Deputy Chief of Mission, and in close coordination with the Programme Support Unit, the successful candidate will coordinate  Migration, Environment, Climate Change and Disaster Risk Reduction (MECR) portfolio development and implementation and support the Programme Support Unit by facilitating procedures related to partnership strategies and programme development and support the development and implementation of climate change-related projects.  The National Officer role will be involved but not limited to (1) MECR programme and (2) PSU focused.

 

Major Duties and Responsibilities:

  1. Coordinate the overall implementation of MECR projects including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
  2. Monitor project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
  3. Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
  4. Develop monitoring, evaluation, and reporting tools, in close coordination with the MEAL Unit. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials. 
  5. Identify potential areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments of project proposals.
  6. Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.
  7. Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
  8. Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders.
  9. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
  10. Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums
  11. Provide technical support to the Programme Support Unit in review of projects for environmental sustainability.
  12. Provide support to other programmes on the inclusion of environmental sustainability approaches and practices.
  13. Supervise, train, and guide project staff.
  14. Undertake duty travel as required related to project implementation and monitoring.
  15. Perform other related duties as assigned.

 

Required Qualifications and Experience:

Education:

  • Bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields with two years of relevant professional experience;

 

Experience:

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience working in the field of climate change, environment and sustainable development;
  • Experience in working in the field of migration management;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • In-depth knowledge of climate change, environment, sustainable development, and migration-related subject areas.
  • In-depth knowledge of UN and bilateral donor programming.
  • In-depth knowledge of project development.
  • Excellent research, analysis, and reporting skills.

 

Languages:

  • Fluency in Turkish and English is required.
