General Functions:

Under the overall guidance of the Emergency Coordinator and the Chief Migration Health Officer and under the direct supervision of the HoSo Izmir, the incumbent is responsible for assisting the Mobile Teams in provision of comprehensive emergency care based on identified priorities and needs outlined by the IOM Turkey Health unit.

The incumbent will provide First Aid, triage, assessment and other medical support to beneficiaries in an emergency context.

 

Major Duties and Responsibilities:

  1. Assess patient condition and determine a course of immediate treatment and/or support; provide first-aid treatment if required.
  2. Provide emergency care as required including immediate life support/care to sick or injured patients.
  3. Report on their observations and treatment to mobile staff and to relevant authorities.
  4. Provide the patients/beneficiaries with detailed health information and counselling. (Personal hygiene, communicable diseases, preventive measures, etc.)
  5. Organize consultations by a doctor (directly or by using tele conference means) and seek guidance and advice on medical procedures; like dressing, stitching or referrals of critically ill patients.
  6. Provide Close medical care and follow up to target groups such as pregnant/lactating women, ICU cases, unaccompanied admitted critically ill patients and children less than 5 years old especially.
  7. Accompany the patients and ensure they receive assistance and continued care during their transportation or referral to hospitals.
  8. Conduct triage and initial patient assessment prior to be examined by medical doctors.
  9. Help in development and organization of the registration system and documentation of the patients.
  10. Ensures patient confidentiality.
  11. Inventory, replace, and clean supplies and equipment after use.
  12. Work in flexible working hours under the emergency context.
  13. Attend scheduled program meetings.
  14. Maintain collaborative relationships with various partners to facilitate the follow up and relevant information sharing. Partners include internal IOM units, health providers, panel physicians, other UN Agencies or NGO’s and others as applicable.
  15. Assist other project staff in the implementation of their duties whenever needed and as required.
  16. Be responsible for Health assistance to IOM project beneficiaries in the assigned area of operation.
  17. Contribute to planning, coordination and implementation of Health activities in the S/O Izmir. Serve as a Health Focal Point for projects and activities implemented under S/O Izmir.
  18. Any other duties as assigned by his/her supervisor

 

Required Qualifications:

Education:

  • Essential recognized postsecondary educational program for Paramedic/Emergency Medical Technicians (EMTs).
  • Additional certificate courses in the field of health, particularly First Aid and Advanced Lifesaving would be an added advantage.

 

Experience:

  • Strong level of analytical skills and computer literacy
  • At least 3 years of previous clinical experience at hospitals and health facilities
  • Experience of working with humanitarian organization or setting is advantageous
  • Experience of working within the public health system of Turkey would be preferred;
  • Demonstrated training and skills in responding to and assisting in medical emergencies.
  • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
  • Must be experienced/trained in: Heimlich maneuver; CPR and use of AED; checking for signs of life; wound care and treatment including sutures, bandaging and splinting; burn care and treatment; drowning recovery and support; recognizing and treating stroke, anaphylaxis, seizures and convulsions; similar skills and related competencies.
  • Good written and spoken communications skills, strong interpersonal skills, ability to work in a highly sensitive, multi-cultural environment; ability to work in a team under high scrutiny, in a fast-paced, high-pressure environment.

 

Languages:

  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic and Farsi is advantageous.
