PARTNERSHIP COORDINATOR

ROLE PURPOSE:

The Partnership Coordinator will be responsible for:

  • Participate and support the AO team through the partner selection processes
  • Leading the overall Partner assessment process through (PAT), as well as capacity building plans, ensuring partners have the tools and support to deliver on projects, strategy and services for children in Syria.
  • Supporting program managers with the tools and approaches for partnership engagement for effective programming

Advise all departments to ensure partner compliance/accountability of these activities to ensure consistency and high standards across the SC partnerships portfolio.

KEY AREAS OF ACCOUNTABILITY :

Program Management Support to Partner

  • Participate in project kick-off meetings with partners when new sub-grants are awarded, involving SCI staff
  • Assist partner staff with understanding SCI required policies and procedures as per the sub-grant agreement and best practices (procurement, financial reporting, child safeguarding, etc.), especially through coordination with other SCI departments
  • Assist partner and Programme staff to strategize ways to ensure program delivery meets targets by referring to possible capacity building initiatives linked to the project CBP. With guidance from PM, ensure partner staff are aware of SCI/donor guidelines and policies and that these are adhered to at all times, immediately raising any suspected non-compliance with HoO
  • Keep track of salient partner technical, operational, finance, HR or grants issues and where necessary facilitate support from relevant SCI technical or operations team to ensure continuous support and involvement at all stage of the programme cycle. In particular, run the partner performance reviews quarterly, combine the performance reviews with satisfaction reports every 6 months, donor reports, and other recommendations to create a final review document and give feedback to partners from those reviews.
  • Resolve issues that arise during the engagement cycle, updating the HoO on key concerns and referring high risk or complex issues to senior decision makers
  • Lead the quarterly partnership review meeting with all active partners in order to ensure the health of the partnership

Partner Data Management and Analysis

  • Lead on and maintain partner profiles, including regular updates (Quarterly) and amendments to the tool itself to make it more effective
  • Maintain training and deployment records for partners
  • Existing tools are mapped and updated for project cycle; includes maintaining partner toolsupdate PAT and CBP as needed, partners performance evaluation, etc..
  • Support finalization of documented partnership materials
  • Prepare and maintain mapping for potential partners
  • Conduct partner reviews (see above) and participate in learning sessions
  • Participate in awards review meetings and actively follow up on outstanding partnership issues
  • Coordinate operations deployments to partners; track all deployments to partners

PAT, CBP and Partnership coordination group

  • Initiate, coordinate and schedule PAT for Current, new and potential partners andensure that a relevant CBP are completed and are achievable
  • Represent Save the Children in the INGO partnership coordination group
  • Coordination with INGOs that have shared partners to reduce burden on partners; meet when needed, lead on initiatives in this group
  • Coordinate the development of CBP internally ensuring active participation of all functions;

Partners Database

  • Carry out the identification and mapping of potential partners through coordination with activities from MO and additional requests from HoO
  • Maintain database of all potential or current partners, actively update with new information as necessary
  • Lead in identification of new partners, working in close coordination with sector leads, HoO, etc.
  • Regularly meet with partners to get feedback on partnerships and based on this, suggest ways to improve SCI-partner working relationships, flagging any critical issues
  • Meet with potential partners that approach SCI and explain our Partnership approach; act as first line of SCI representation and focal point for these possible partners
  • Support partner trainings or partner capacity building initiatives

SC Partnerships Approach and Procedures

  • Support the Development and update of SC partner procedures/policies in SRO and the development of SC and Partner resources
  • Within NW Syria field office, lead on overseeing and tracking the capacity building portfolio across grant
  • Develop new creative capacity building initiatives to respond to partner needs and proactively bring to the attention of PMs and PDQ for funding opportunities
  • Prioritise partner capacity building initiatives within limited funding
  • Support awards team in the formal vetting (due diligence) for new partners and seek informal vetting from other key stakeholders

Partnership Duty of Care

  • Ensure partnerships are based on mutual understanding of values, mission and goals, including through simple inductions
  • Principles and new SRO policies rolled out to partners
  • Work with the HoO to ensure proper budgeting and allocation of resources to support partners developments
  • Empower partnership focal points to take the lead in their own NGO’s development
  • Ensure appropriate mainstreaming of cross cutting themes and principles such as humanitarian principles, gender, child safeguarding, etc.
  • Provide support in organizational development to ensure partner organizations have sufficient resources and structures that promote staff well-being, safety and compliance 

Representation

  • Engage widely with Syrian organisations to build a knowledge base of current and potential implementing partners within the wider context of the Syria response
  • Represent Save the Children and partners to SC Members, donors, and the humanitarian community in Turkey
  • Maintain a strong role for SC in the interagency coordination on partnerships in the Syria response community, including the Partnerships Initiative
  • Coordinate with SRO access points and liaise closely to implement best and consistent partnership practices
  • Coordinate with Turkey country office to share information on partners that work inside Turkey
  • Represent SCI in interagency coordination group, alongside 4 other INGOs, to support shared partners effectively without duplication of work

Other

Participation in other sectors based on skills and experience e.g. child safeguarding committee

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

  • Post graduate or Master degree in relevant field
  • Minimum 5 years work experience in the humanitarian sector/with NGOs, with at least 2 years’ experience in partnership based programming or community based programming
  • Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation
  • Experience in organizational capacity development, training, mentoring and coaching
  • Excellent training, facilitation and capacity building skills
  • Proven experience in field level representation with key stakeholders and co-ordination with other NGOs/UN
  • Proven commitment to participatory approaches
  • Strong analytical and conceptual skills and the ability to think and plan strategically
  • An excellent team player with good skills in team work and consultative approach to decision making
  • Demonstrable experience of M&E and beneficiary accountability
  • Excellent communication skills, both oral and written, including a good track record of report writing
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken Arabic
