General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

As part of the Programme Quality Department, the Partnership Officer will report to the Partnership Coordinator. As an integral member of the GOAL Syria Partnership Unit, the Partnership Officer is a proactive and solution focused role supporting GOAL partners to uphold the partnership principles of responsibility, a results-oriented approach, and to ensure safe, accountable and inclusive programming. S/he will ensure the establishment and functioning of an effective two way partnership performance monitoring and evaluation framework which will be instrumental to hold GOAL and partners accountable for quality programme portfolios as well as promote systems for partnership analysis, while facilitating the capture and capitalisation of lessons learned. Moreover, as part of the partnership performance framework, the Partnership Officer will be responsible for supporting GOAL Syria partners in strengthening their safe programming, accountability and inclusion processes and tools. This includes risk identification and the development of mitigation measures while supporting with the delivery of trainings and capacity building initiatives for partners. 

Main responsibilities:

Job Responsibility #1:  Partnership Portfolio Performance Monitoring and Evaluation

40% of Time:

  • Support GOAL Partnership Coordinator in developing and implementing a two-way partnership performance and evaluation framework in collaboration with other GOAL cross-cutting technical areas (Gender Equality and Social Inclusion, Protection, Accountability and Data Protection).
  • Organise regular meetings to review GOAL and partner performance within the framework; lead on formulation of joint action plans to address issues and follow up on action plan implementation with relevant partners and GOAL staff.
  • Report quarterly to Partnership Coordinator and Senior Programme and Programme Quality Management on partnership performance; ensure that any critical concerns are flagged in a timely manner

Job Responsibility #2: Partner Portfolio - Safe, Accountable and Inclusive Programming Support & Capacity building 

40% of Time:

  • As part of the pre-award due diligence process and in collaboration with GOAL Safeguarding and Protection Manager, review and work with partners to strengthen their approach to Protection from Sexual Exploitation and Abuse and Child and Adult Safeguarding policies.
  • Support the development of tools to conduct Organisational Capacity Assessment relating to the thematic areas of Safe Programming, Accountability and Inclusion in collaboration with GOAL Syria Technical Advisers and Coordinators.
  • Assist in identification of partner staff capacity building needs in collaboration with GOAL Safeguarding and Protection Manager, GESI Adviser and Accountability Coordinator; Develop training material and deliver trainings to partners to ensure exchange of knowledge and understanding of GOAL required standards, procedures and best practices.
  • Lead on creation of a Safe, Accountable and Inclusive Programming Community of Practice for partners involving relevant GOAL technical Advisers and Coordinators to share learnings and identify areas of needed technical support.
  • During proposal development processes, support Partnership Coordinator in identifying partner capacity building needs and activities for stronger integration of gender and inclusion priorities in budgets.

 

Job Responsibility #3:  Partnership Management Support, Identification and Communications

20% of Time: 

  • Contribute to the agenda and materials for partner grant opening meetings, in coordination with support functions and program staff, to ensure projects start with clear expectations of both parties.
  • Actively participate to Goal Syria Partnership Task Force monthly meetings and contribute with updates on partners performance revision.
  • Support the communication with GOAL partners, and with all GOAL relevant departments for partnership related issues pertaining to performance monitoring including but not limited to indicators performance, objectives and status of action plans.
  • Coordinate with GOAL Grants Management, Program and System teams in order to collect inputs and relevant information on partners’ gaps in capacities and training needs, develop work plans and mechanism for follow up and progress reporting.
  • Actively participate in Goal Syria Partner Task Force and Partner monthly meetings, support in taking and circulating minutes
  • Be an active participant in the Partnership Unit, supporting the overall outputs of the department as per requests from his/her supervisor.

Requirements (essential)

  • Completed university degree in any Social Sciences discipline, Statistics or other relevant field OR commensurate work experience.
  • At least 3 years of experience in the NGO sector with working with protection mainstreaming and safeguarding in humanitarian programming.
  • Proven experience in indicator development, monitoring and evaluation, analysis and reporting.
  • Experience in delivering capacity building trainings in remote settings
  • Strong analytical skills and attention to detail.
  • Strong written and verbal communication and interpersonal skills with the ability to interact well with people of all backgrounds.
  • Turkish Nationality
  • Fluency in English and Arabic, both written and oral communication skills. 
  • Proficient in MS Office application including Excel and Word.

Preferred Skills/Experience:

  • Experience in two or more of the sectors such as WASH, food security, livelihoods, nutrition, and shelter programmes in humanitarian contexts.
  • Experience of donor compliance and managing institutional donor funding (e.g. BHA, and ECHO would be an advantage.
  • Familiarity with data protection good practices an advantage.
  • Strong partners management skills are a distinct advantage.
  • Knowledge of Sphere and Core Humanitarian Standards
  • Fluency in written and spoken Turkish is a distinct advantage.

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.
