CHILD SAFEGUARDING

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Location: Istanbul, Turkey, with frequent travel to other project sites (e.g. Ankara, Hatay, Izmir)

ROLE PURPOSE:

Save the Children (SC)’s Theory of Change is that we can best achieve immediate and lasting change in children’s lives by working through partnership with other civil society, governmental, private stakeholder and academic stakeholders – both for implementation and strategic purposes. SC Turkey also operates to a large extent in partnerships with municipalities or with municipal associations. Ultimately, our work aims to strengthening systems in support of children’s welfare, protection and development.

The Partnership Coordinator, in close collaboration with the Manager for Program Development and Quality (PDQ) and other staff members, is the main technical focal point for SC Turkey’s engagement with partners in Turkey. S/he will lead on strategic processes to develop, broaden and deepen the SC Turkey’s relationship with partners. S/he will also provide technical support and oversight to SC’s work to build partner’ technical and operational capacities. The Partnership Coordinator will moreover coordinate the processes of learning and evaluating SC Turkey partnership models and lead/oversee SC’s representation in various coordination mechanisms. The post will also proactively transfer evidence, learning and good practise with regards to partnership, through interaction with partnership experts and forum at SC regional and global levels.

The Partnership Coordinator will help to ensure that SC Turkey’s partnership models are guided by SC’s Partnership Principles (value driven and empowering relationships, transparency and accountability, mutual benefit and complementarity). SC has a well-developed system, with procedures and tools, which facilitates the management of partnerships. S/he will also work across the PDQ and Program Implementation departments to support effective partnerships which aligns with:

  1. Voluntary and collaborative interaction
  2. Complementary interests and objectives
  3. Shared contribution of resources – financial, human or both
  4. Shared risks and benefits
  5. Mutual accountability     

KEY AREAS OF ACCOUNTABILITY

Develop, broaden and deepen the SC Turkey’s relationship with partners

  • Ensure that SC Turkey’s Partnership Strategy is updated in a participatory manner, through partnership strategy workshops and meetings with both SC and partners. The strategy should cover both implementing and strategic forms of partnerships.
  • Ensure effective dissemination of this strategy within SC Turkey to promote effective understanding and support to partnerships. Prepare communication materials for external audience as well.  
  • Lead the process of broadening and developing the partnership base via Partnership Scoping processes, Expression of Interests and evaluation and processing of applications. Conduct initial Partnership Assessments in order to facilitate the effective matching of new funding opportunities.
  • Maintain tracking of active, potential and closed partner projects in electronic and hard copy.
  • Provide support to proposal development processes, e.g. by advising on which partner could be suitable for a particular opportunity and flag issues/risks to be considered in order to design strong, realistic and high-quality proposals. Also, help to ensure partnership-related costs are appropriately represented and resourced.

Oversee SC’s support to build partner’ technical and operational capacities

  • Conduct Partnership Assessments and develop partner capacity strengthening plans and initiatives.
  • Work across all departments within SC to ensure sufficient resourcing of partner capacity building.
  • Develop a capacity building check-lists and tools to guide Program Managers and project teams in their regular interaction and capacity building with their partner.
  • Provide on the job training and coaching to staff to support their performance and professional development with regards to partnerships, particularly Program Managers.
  • Participate in partner review meetings and grant review meetings and actively follow up on outstanding partnership issues.

Coordinate the processes of learning from and evaluating our partnership models

  • Regularly meet with partners to get feedback on partnerships and based on this, suggest ways to improve SC-partner working relationships, flagging any critical issues.
  • Assess the current partnerships portfolio to identify strengths, weaknesses, opportunities and threats, to document lessons learnt and inform strategic decision-making.
  • Oversee the roll-out of the SC Partnerships Manual to partners, ensuring opportunity for feedback and review during the initial stages.
  • Support the design and piloting of innovative approaches to working in effective partnerships.

Lead/oversee SC’s representation in various coordination mechanisms

  • Engage with Turkish organisations/stakeholders to build a knowledge base of current and potential partners as well as of the operational/strategic context with regards to partnerships.
  • Oversee SC Turkey’s representation in inter-agency meetings and working groups. Ensure meeting minutes and other documentation are appropriately stored in order to maintain institutional memory and promote a coherent approach to partners/stakeholders. Guide SC Turkey staff attending working group meetings with regards to partnerships / interactions as needed.  

Ensure transfer of evidence, learning and good practise with regards to partnership

  • Proactively interact and liaise with partnership experts and forum at SC regional and global levels, in order to stay up-to-date on partnership-related procedures and tools, and facilitate transfer of knowledge and learnings.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Post graduate or Masters degree in relevant field or equivalent work experience
  • Minimum 3 years’ relevant work experience, preferably with NGOs or civil society and in a field relating to partnerships
  • Experience in organizational capacity development
  • Excellent training, facilitation and capacity building skills
  • Proven communication and external representation experience
  • Good skills and experience in all aspects of programme cycle management - design and development, An excellent team player with good skills in team work and consultative approach to decision making
  • implementation, and monitoring and evaluation
  • Experience of processes relating to Monitoring, Evaluation, Learning and Accountability
  • Excellent communication skills, both oral and written, including a good track record of report writing
  • A high level of written and spoken Turkish and English
  • Commitment to the values, mission and principles of Save the Children

Desirable

  • Fluency in Arabic, Farsi and other relevant languages.
  • Previous experience of managing national implementing partners
