Support to Life: Internationally renowned humanitarian aid organization founded with the principal objective of ensuring access to basic rights and needs for individuals and communities affected by natural or human-made disasters. Founded in 2005 by 5 women academics and humanitarian aid workers, STL carries out activities in Emergency Response and Preparedness, Refugee Support, Child Protection and Capacity Building in Civil Society, to improve the living conditions of people affected by natural or human-made disasters in Turkey.
STL supports access to basic rights and essential needs; aims to eliminate the risks for children living under dire conditions giving priority to seasonal agricultural workers; provides immediate aid services at times of disasters. Besides, STL works towards a civil society well-prepared to disasters.
STL works with the support of a headquarter based in Kadıköy/Istanbul and with field offices located in 12 provinces in Turkey (Adana, Adıyaman, Ankara, Batman, Diyarbakır, Hatay, İstanbul, İzmir, Kahramanmaraş, Mardin, Mersin, Şanlıurfa) as well as mobile teams.

STL is looking for a PDQ Coordinator, which is a senior level position and a member of the Executive Team.
Main duties and responsibilities:
Reporting to the Director, PDQ Coordinator is responsible for the following tasks:
Strategies and Standards
- Leading the development of program strategies for sectors that are in line with STL’s 3-year strategy plan
- Identifying new streams of programming based on changing context and humanitarian needs
- Guiding each Sector Manager to develop their own sector strategies
- Setting programmatic standards for STL project work
- Guiding team members in developing program-specific activities, indicators, guidelines, SOPs and tools
- Coordinating and facilitating the standardization of all programmatic practices throughout STL field operations
- Ensuring that all projects are in compliance with donors’ programmatic requirements
- Following STL’s potential to run programs and operations outside of Turkey
Program Quality and Technical Excellence
- Ensuring the quality of technical knowedge developed within the PDQ team
- Ensuring the CHS (Core Humanitarian Standard) quality framework standards are met and procedures are followed throughout the project cycle and across projects/programs
- Setting CHS as a reference for accountable and quality humanitarian work as implemented by STL field teams
- Ensuring complaint mechanisms and other AAP (accountability to affected populations) tools are in place and functioning in all STL field operations
- Ensuring that cross-cutting themes of gender equity, PSEAH (protection from sexual exploitation, abuse and harassment)/safeguarding, diversity, inclusion, and community participation are integrated in all STL projects
- Ensuring that all data and documents related to program management are stored in ways that guarantee protection of personal data, confidentiality, and institutional memory
- Ensuring that programmatic capacity and technical know-how is streamlined through 360, STL’s digital learning platform
Project Design and Program Development
- Ensuring technical know-how is transferred to STL field teams for quality assessment of needs
- Ensuring that the project design process is an inclusive one between PDQ and Operations
- Ensuring solid project proposals including logframe, work plan and budget
- Providing technical guidance, management and oversight to Sector Managers to ensure that they define a programmatic framework for projects and deliver the needed technical knowedge to field teams
- Supervising the Sector Managers to ensure that they are closely following the technical quality of project work and providing the needed support to Project Managers at the field level
- Overseeing a monitoring system that provides timely and accurate project results by embedding MEAL across program implementation
- Supervising the MEAL Manager to ensure that sound MEAL plans and tools are in place for all projects and programs
- Ensuring that capacity needs are well identified, budgeted and implemented
- Ensuring that programmatic quality is assessed and lessons learnt are integrated into new projects
- Based on STL’s theory of change, Identifying potential partnerships, new strategic opportunities, and innovative ways of working
- Integrating principles of localization into STL’s humanitarian programming and donor relations as well as leading and advocating the localization agenda
- Supporting and guiding program managers to proactively engage in larger communities of practice within the humanitarian and development sectors
External Relations, Networking and Advocacy
- Participating in or delegating participation in sector coordination/cluster meetings and networking events as appropriate
- Maintaining relationships with current and potential networks in order to create opportunities and a conducive environment in which peer-learning and experience-sharing can occur
- Representing STL as part of advocacy and networking with government authorities, donors, UN agencies, INGOs, partners, civil society organizations, and other stakeholders to build relationships to facilitate achievement of localization, and to position STL as the leading organization for localization in Turkey
- Leading localization initiatives at the national level
- Participating in international network meetings and workshops as appropriate
Qualifications:
- Masters degree from a relevant field (PhD is an asset)
- Minimum 7 years experience in a technical managerial position or senior management level
- Solid knowledge and experience in one or more of the programmatic sectors, namely protection, mental health and psychosocial support, food security and livelihoods, shelter and NFI, education, and other emergency sectors
- Strong skills and proven experience in leading strategic planning, change management and program management processes; also, from the knowledge and learning perspective
- Strong skills and proven experience in new program development, project design and proposal writing with corporate, foundations and/or institutional donors.
- Ability to analyze data, develop alternatives and evaluate options
- Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication
- Demonstrated ability to work effectively in politicized and multi-cultural settings with a wide variety of stakeholders, both internal and external
- Experience in working across functional teams and in a matrixed structure
- High level of self-awareness and willingness to take feedback for growth and self-development
- Excellent interpersonal, communication, representation and advocacy skills
- Skills in training, coaching and mentorship is an asset
- Fluency in written and spoken English and Turkish
- Ability and willingness to travel as needed

· Mülteci Destek: STL, Türkiye’deki Suriyeli mültecilerin temel hak ve ihtiyaçlarına erişimini sağlamayı amaçlamaktadır. Geçim kaynağını destekleme amaçlı mesleki kurslar yürütmenin yanı sıra psiko-sosyal destek odaklı toplum merkezleri ve vaka yönetimi faaliyetleri yürüten mobil destek ekipleri aracılığıyla mültecilere doğrudan destek ulaştırmaktadır.
· Çocuk Koruma: STL, Türkiye’de çocuk işçiliğini sorunuyla mücadele için risk altındaki çocuklara yönelik çalışmalar yürütmekte, bu konuda özellikle mevsimlik tarım alanında çalışan ya da çalışma potansiyeli olan çocuklara odaklanmaktadır. Mülteci krizi ile birlikte Türkiye’de çocuk işçiliğinin yeni bir boyut kazanmasıyla bu alandaki çalışmalara mülteci çocuklar da dâhil edilmiştir.
· Acil Yardım: STL, olası bir afet durumunda, afetlerden etkilenen topluluklara ayni ve nakdi yardım sunarak acil yardım operasyonları yürütmektedir. Bu kapsamda gıda ve gıda dışı temel ihtiyaçların karşılanması,barınma koşullarının iyileştirilmesi yanı sıra su, sanitasyon ve hijyen ihtiyaçlarına cevap verilmesi hedeflenmektedir.
· Sivil Toplumu Güçlendirme ve Ağ Oluşturma: STL, afet risk yönetimi ve etkili insani yardım çalışmaları için ihtiyaç duyulan sivil toplum kapasitesini güçlendirmek adına anahtar paydaşları bir araya getirmek için çalışır. Raporlama ve kapasite geliştirme faaliyetlerinin yanı sıra, kamu ve sivil toplum alanındaki ilgili paydaşlar ile aktif bir koordinasyon mekanizması oluşturularak Türkiye’de afete hazırlık, etkili müdahale ve risk yönetimi konularında iyileştirme sağlamayı amaçlanmaktadır.
