Context

In 2020, the first ever UN System-wide Strategy on South-South and Triangular cooperation, coordinated by the UNOSSC, was approved by the Executive Committee of the UN Secretary-General. The ultimate objective of this Strategy is to provide a system-wide policy orientation to UN entities to galvanize a coordinated and coherent approach to policy, programmatic and partnership support on SSTC and increase impact across UN activities at all levels: national, regional and global. To operationalize the system-wide strategy, its accompanying Action Plan and monitoring framework were also developed with the objective to facilitate the monitoring of implementation of the Strategy by the UN system. In February 2022, a new corporate Strategic Framework for 2022-2025 to enhance South-South and Triangular Cooperation was also finalized. Within the above context, the UNOSSC Division for Arabs States, Europe and the CIS, based in Istanbul, Turkey, systematically provides policy, technical and capacity development support to and collaborate with Member States, relevant regional institutions, UN entities, international financial institutions, and other stakeholders in the Arab States, Europe and the CIS regions. To further strengthen these efforts, the Division is seeking to recruit a Policy and Coordination analyst to provide a wide range of support across the five broader areas of work of the Division as articulated in the workplan: Policy Coordination and Coherence; Programmatic Support; Institutionalization; Knowledge Management and Capacity Development; and Partnerships. The Division is of the view that this assignment would provide an immense opportunity to broaden the successful candidate’s horizon on a wide range of UN and related matters in the two regions, thus enhancing the opportunity for a career growth in the UN system or in international and regional development cooperation matters.

Task description

Under the overall guidance and direct supervision of the Regional Chief, Division for Arab States, Europe and the CIS, the "Policy and Coordination Analyst – South-South and Triangular Cooperation" will be responsible for provision of policy analytical and coordination services, such as:

  • Provide analytical and coordination support for the promotion and optimization of South-South and triangular cooperation in the Arab, Europe and the CIS regions.
  • Analyze and summarize relevant policy briefs and papers to contribute to policy advocacy and programme development efforts in the two regions. As requested, draft briefing notes, talking points, speeches, etc;
  • Keep abreast of relevant developments at the regional, subregional and country levels, including through following various regional intergovernmental and UN inter-agency processes and consultations (as applicable) and events organized by relevant partner institutions in the two regions.
  • Support the review and analysis of development solutions, best practices, lessons learnt and promote networking and partnership initiatives with governments, national institutions, UN entities, private sector and civil society so as to strengthen the use of South-South Cooperation as a development tool.
  • As assigned, support research initiatives from conception to publication, including project and methodological design, designing questionnaires, conducting analysis, producing written reports, etc. case studies, issue notes etc. • Support the development and implementation of annual work plans covering regional and country level initiatives, including supporting relevant Headquarters-led initiatives in the two regions. Provide sound judgement and technical information to continuously support the Regional Chief on workplan implementation and monitoring. 
  • Generate and develop status reports and snapshots including progress and delivery reports and provide the Regional Chief and other team members with relevant data and support to ensure planned delivery targets are met
  • Support the Regional Chief in analyzing and researching information on key partners, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiating new projects etc.
  • Assist with the production of communications and advocacy materials such as newsletters, infographics, presentations, brochures etc. Support communication, advocacy and outreach activities and events as per organizational policies and guidance. As required, work closely with the Communications Team in the UNOSSC HQ
  • Perform other relevant duties as required

The assignment does not necessarily foresee any mission travel from Istanbul (Turkey) to other locations except in cases where in-country support may required as part and parcel. In such cases, as approved by the supervisor, mission-related costs shall be calculated as per UNDP rules and regulations and paid for separately.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: •

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

Results/expected outputs: As an active UNOSSC Division for Arab States, Europe and the CIS team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNOSSC and its beneficiaries in the accomplishment of her/his functions, including:

  • Successful and impactful analytical, partnership and policy support implemented;
  • Support on Annual Workplan development and implementation;
  • Proper communication modalities established;
  • High standards of service delivery maintained, including adherence to deadline, quick response;
  • Time, accuracy and completeness of information and compliance with the Division work plan sustained;
  • Support to successful organization of events, workshops, meetings, training activities and conferences ensured,

Required education level: Bachelor degree or equivalent in social sciences, development economics, public policy and administration, business administration, sustainable development, or related areas

Required experience : 3 years of experience in the field of development cooperation policy, programmes, partnerships, and coordination;

  • Possess excellent research, analytical and writing skills combined with the ability to assess, plan, coordinate and monitor related activities;
  • Experience in drafting and finalizing quality materials for internal and external partners including proposals and work plans, concept notes, technical reports is a strong asset, as is experience working in the UN or other international development organization.
  • Experience in media and communication, IT and web design as well as in the usage of computer software packages is a strong asset;
  • Knowledge/understanding of south-south, east-east and triangular cooperation and/or other partnership modalities is an asset;
