Job Purpose:

The Procurement Officer is responsible for managing Procurement processes to ensure effective, transparent and accountable support to the Concern Worldwide programs in Sanliurfa. Under the supervision of the Logistics Manager to ensure adequate consideration for coordination of supplies deliveries and planning of program implementation. Provide technical advice and guidance to program/support teams on procurement of goods and services and on best procurement practices.

Main Duties and Responsibilities

  • Be responsible for a smooth and timely procurement process of all purchased items and services according to Concern Worldwide rules and regulations and in close liaison with all program departments.

  • Ensuring that organizational procedures are followed and also Concern gets value for money.

  • Ensure all paper works are properly filed and steps followed through purchasing process are compliant with Concern Procurement procedures.

  • Knows the local market and available suppliers. Selects the best suppliers to request quotes from as per price, quality, availability, compatibility with existing Concern Worldwide supplies & after sales service.

  • Work with finance to ensure timely payments for supplies.

  • Ensure requests for purchase of goods and services are appropriately signed and filed, quotations process is followed as per Concern policies and procedures, Delegation of Authority is implemented, purchase orders are issued in consultation with Logistics Manager and good / services received notes are appropriately filed.

  • Manage the procurement of new contracts for Real estate and Utilities services, ensuring all documentation and records are correctly compiled and handed to Admin department.

  • Ensuring that invoices received reconcile to purchase orders and created and matching receipts to purchase orders.

  • Ensure that the filing system to record and archive all procurements and warranty documentation is rigorously maintained.

  • Ensuring all purchasing is performed in accordance with Concern Worldwide procedures, and that all technical requirements of supplies/goods are met in line with Concern and Donor regulations.

  • Conduct any other duties the Logistics Manager might deem necessary in order to smoothen the flow of work; such duties will be within the employee’s reasonable capacity.

  • Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, beneficiaries, and be committed to providing a safe working environment.

Person Specification

Minimum Education, Qualifications & Experience Required: 

  • Bachelor Degree level qualification, ideally in Logistics, Engineering or similar.

  • Minimum three years’ experience in procurement or logistics.

  • Good written and spoken Turkish and English language skills.

  • Very good computer skills for analyse data, information consolidation and track measures (excel)

  • Competent with using Computers, especially Microsoft Office Word andExcel spreadsheets and Outlook

  • Cross cultural awareness and sensitivity

Preference will be given to candidates who have:

  • Previous INGO working experience
