JOB DESCRIPTION
Job Title: Procurement Officer
Project / Department Title: Procurement
Direct supervisor / Reports to: Supply Chain Coordinator
Overall objective of the job:
Procurement Officer will be responsible for the procurement of goods and services . He/she will conduct and carry out all procurement-related processes including preparations of procurement documents, advertising, evaluation of the bids, communication with the vendors, finalization of the procurement process and reporting
Roles and Responsibilities:
- Responsible for coordinating and completion of all procurement activities conducted in the field offices in NWS.
- Contribute to production of regular procurement reports and ensuring that Procurement Tracking Sheet is accurate and updated, and the reports are provided as requested to Procurement coordinator.
- Ensure all procurement is carried out in accordance with the IYD procurement standard operating procedures, donors’ requirements, and procurement related files for documentation are maintained for reference.
- Sit in the procurement committee that analyses procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices, and experience, Prepare tech evaluation form and procurement committee minutes of meeting.
- Ensure that all procurement documentation is filed per the IYD standardized filing system.
- Ensure the contract database is kept up to date and available to relevant staff.
Organize regular local market surveys and ensure the Vendor Roster and other supplier information is kept up-to-date and referenced during the procurement process. - Representing procurement department and will responsible for all PRs.
- Carry out any other related duties as might be reasonably requested by the Supervisor.
Qualifications:
- Bachelor’s/Master’s degree.
Abilities:
- Excellent leadership, coordination, and representation skills.
- Strong negotiation and interpersonal skills.
- Excellent knowledge of the Humanitarian Reform process and the role of the humanitarian community (UN System and NGO).
- Demonstrated flexibility and creativity in planning and problem-solving.
- Knowledge of procurement, logistics, and supply chain management system and procedures.
- Excellent communication and writing skills.
- Ability to organize and facilitate training sessions.
- Ability to develop capacity-building frameworks and work plans.
- Ability to prioritize responsibilities, carry out multiple tasks simultaneously, and meet deadlines.
- Ability to understand and implement organizational and donor policies.
- Ability to manage and prioritize a varied workload in a dynamic work environment.
- Commitment to IYD core values and principles.
- Excellent leadership, coordination, and representation skills.
- Excellent interpersonal and communication skills both written and verbal.
- The ability to use Microsoft Office programs including Excel, Word, Outlook, and PowerPoint in a professional way.
- Fluency in Arabic and English, both written and verbal.

- Good organizational, multitasking, and time-management skills.
Experiences:
- At least 2 years of relevant work experience in areas such as procurement, logistics, office/business administration in private or government sectors.
- Proven administrative and IT skills, and an ability to maintain accurate records.
Physical and personality traits required:
- A flexible approach to work and willingness to take on extra duties, work additional hours as required.
- Strength in interpersonal, communication, and presentation skills.
- Committed team player and ability to work within a multicultural team.
