About Concern: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for qualified Programme Officer – Livelihoods (National Post). This offer is conditional on Concern receiving all necessary government permits and approvals to begin the project.

Supervisory Responsibility:  Livelihoods Programme Assistants in the designated province

Working closely with:           Education Programme Officers, Systems Officer, Finance and Infrastructure Officers in Hatay

Job Status:                              Fixed term – 1 year (extendable)

Job Purpose: The Programme Officer – Livelihoods is responsible for efficiently and effectively implementing livelihoods support component of the Building Tomorrow Programme in Turkey in line with Concern’s organizational strategies, policies and procedures as well as donors’ procedures and regulations. The jobholder will conduct awareness works and guidance measures for promoting/ increasing Turkish language and vocational training opportunities among the refugee communities in designated provinces.

Main Duties and Responsibilities:

Programme Implementation:

  • Conduct daily works of the livelihoods component of the programme as guided by Area Manager and Senior Livelihoods Officer
  • Plan, supervise and follow daily and weekly works of Livelihoods Assistants
  • Work closely with designated staff of education facilities of Ministry of National Education
  • Follow guidance of Senior Livelihoods Officer and Livelihoods Programme Coordinator to promote livelihood opportunities provided by the Building Tomorrow Programme
  • Supervise Assistants and work closely with relevant government staff (as advised by line manager)
  • Support design and implementation of trainings in the designated province
  • Document works, progress, learning and report on project activities
  • Lead on assessment, rehabilitation of workshops and provision of equipment supply for vocational high schools and centres in collaboration with designated government staff
  • Conduct needs assessment and prepare lists to share with relevant government departments
  • Regularly follow beneficiaries’ attendance in close cooperation designated government personnel
  • Identify resources for teachers and students for classrooms, libraries and home learning initiatives
  • Identify challenges in livelihood related trainings, and develop solutions in consultation with Senior Programme Officer and Livelihoods Coordinator
  • Follow standard operating procedures for the incentive scheme
  • Work closely with Education Programme Officer, System Officer, Infrastructure Officer and MEAL Officer for quality delivery of programme
  • Support on design of school preparedness, plans for Turkish language and vocational and life skills trainings
  • Support best practice in teaching and literacy in schools and Public Education Centres, with a focus on vocational and life skills trainings
  • Provide advice on Turkish language and vocational resources
  • Implement / support monitoring and evaluation activities

Other:

  • Prepare narrative reports for assessments, enrolment and attendance as per the agreed reporting cycle
  • Line manage Livelihood Assistant in designated province, including; support in development of Performance and Development Review (PDR), any required training, problem solving, periodic work planning and progress monitoring
  • Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, beneficiaries, and be committed to providing a safe working environment
  • Any other duties as assigned by the Senior Livelihoods Officer and Area Manager

Person Specification:

Minimum Education, Qualifications & Experience Required:

  • Bachelor’s degree in community development, economy, or related discipline
  • Three years’ experience in vocational training, Turkish language training, entrepreneurship and/or income generation coaching
  • Computer literate with good MS Office skills particularly Word and Excel
  • Ability to work in a systematic and organized manner
  • Fluent in written and spoken Turkish
  • Technical knowledge of best practice in vocational trainings
  • Experience and knowledge of social cohesion
  • Ability to work independently and take initiative

Preference will be given to candidates who:

  • Have experience in developing teaching materials, preferably materials to support students learn a vocation and life skills
  • Have Excellent negotiations and diplomacy skills
  • Have Arabic and English skills language skills
  • Are Commitment to humanitarian principles and values
  • Have High integrity and demonstrated ability to follow standards and policies
  • Are Meticulous with attention to detail
  • Have the Ability to work under pressure and to deadlines
  • Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct
