Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 190 member National Societies. Organizational Context

The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Regional Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Europe Region is organized through Clusters covering the National Societies in Eastern Western and Central Europe, Central Asia, Caucasus, Russian Federation and Belarus, Red Cross EU Office as well as country offices in Greece, Turkey and Ukraine under the reorganized IFRC Secretariat, located in the regional office in Europe.

Operational Context

The conflict in Syria has now entered its eighth year and has created an overwhelming and enduring humanitarian crisis. Currently, more than 5 million Syrian people are living in the countries neighbouring Syria, with further displacement beyond the region into other areas. About 3.7 million registered refugees are living in Turkey. The IFRC partner has been supporting the displaced people since the onset of the humanitarian crisis. IFRC initially launched an Emergency Appeal on 9 November 2012, which later on transformed into an International Appeal to support the IFRC partners to deliver assistance and support to most vulnerable displaced people living in Turkey.

The Programme Officer reports and follows the direct supervision of the country office Programme Coordinator and provides related support to the IFRC office programme team in Turkey. This position performs key tasks in the areas of community-based migration programming, focusing on the implementation of protection, community engagement and accountability (CEA), and restoring family links (RFL) activities, with an emphasis on optimal and proactive performance, and timely action.

Job Duties and Responsibilities

Through IFRC, the incumbent shall:

  • Support IFRC partner in the implementation of community based migration programme activities Protection RFL activities implemented under the ECHO-HIP project through the IFRC partner Protection team;
  • Support IFRC partner to implement CEA activities including beneficiary satisfaction surveys (BSS) and CEA training for staff and volunteers;
  • Maintain coordination with programme teams (such as Protection, CEA, PMER, IM and Finance) in IFRC in relation to project interventions;
  • Maintain coordination with the IFRC partner PMER team in preparation of monthly indicator tracking table (ITT) and narrative reports;
  • Monitor the quality of implementation of the project activities through the ITT;
  • Contribute in preparation of reports as per the requirement and reporting templates;
  • Conduct field visits for the monitoring of activities implemented through the community centre  programmes.
  • Liaise and ensure effective working relationships with national authorities, local and international non-governmental organizations, and UN agencies working in the same area, and collaborating with them when appropriate;
  • Fulfil any other related tasks as assigned by the manager.

Education:

  • Degree in management or relevant university degree.

Experience

  • At least 3 years’ experience in working in a development or voluntary organization
  • Demonstrated success in planning, project management and reporting
  • Experience in community-based migration, protection, disaster management/response/risk reduction and capacity building
