General Functions:  

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

Within the framework of the IOM Whole of Syria approach, IOM has gradually introduced protection related considerations and activities within the current and future Syria crisis response, both through cross-border and refugee operations in the countries surrounding Syria. Anecdotal evidence from the field suggests that Syrian refugees are particularly vulnerable to incidences of labour exploitation and or/trafficking. However, discussions with stakeholders (governmental, NGOs (national and international) as well as service providers indicate that there is a lack of knowledge and awareness by frontline actors on types and patterns of trafficking. In this light, IOM Turkey would like to hire a Counter Trafficking
Project Assistant to assist IOM’s activities in this area.

Under the overall supervision of the Protection and Resilience Officer with direct supervision of the Senior Project (CT) Assistant, the incumbent will be responsible for providing support in the counter-trafficking activities of the mission.

 

Major Duties and Responsibilities:

  1. Support efforts to establish IOM as the leading agency on Counter Trafficking, forced labour and other exploitative practices in South East Turkey, working closely with MPA Ankara, through awareness raising, and capacity building on identification and referrals of potential, at-risk, vulnerable and actual Victims of Trafficking.
  1. Assist the CT programe in the implementation of IOM’s work plan on CT in South East Turkey
  2. Assist in the implementation of identification and assistance measures for VoTs and victims of other exploitative practices in line with on-going work and technical expertise from MPA Ankara.
  3. Implement outreach activities, including Focus Group Discussions and Key Informant Interviews, and conduct assessments related to potential exploitative practices in close collaboration with the Senior Project Assistant and Protection Officer
  4. Assist the Senior Project Assistant, Protection Officer and MPA Programme Manager with provision of direct assistance to actual and potential victims of trafficking
  5. Provide general support to the Protection Officer in development of new CT project ideas initiatives for SE Turkey
  6. Perform administrative tasks, including preparations of finance documents
  7. Participate in capacity building to Refugee response actors in SE Turkey including trainings, workshops and awareness raising activities on CT thematic areas
  8. Assist the Senior Project Assistant in liaising with counterparts to establish cooperations
  9. Assist in preparation of information relating to migrant assistance for public information activities, including for social media and contribute to the drafting of project documents including reports.\
  10. Perform such other duties as may be assigned.

 

Required Qualifications:

Education:

  • University degree in Political or Social Science, International Studies, Law or a related field from an accredited academic institution, with three years of relevant professional experience; or
  • Completed High school degree from an accredited academic institution, with five years of relevant professional experience

Experience:

  • Experience in Protection and in particular, Counter Trafficking.
  • Experience in working in humanitarian affairs, emergency preparedness, crisis/emergency relief is also an asset.
  • Experience in  conducting trainings and awareness raising activities
  • Experience with Counter Trafficking is highly advantageous
  • Prior knowledge and work experience of the region a desirable asset;
  • Proficiency in Office applications, including Word and Excel
  • Proven good communication, interpersonal and organizational skills.
  • Ability to draft clearly and concisely.
  • Demonstrated gender awareness and gender sensitivity.

Languages:

  • Fluency in English and Arabic is required.  
  • Knowledge of Turkish is an advantage.
