General Functions:  

 

Under the overall supervision of the MPA Programme Manager and direct supervision of the Operations Officer in Istanbul, Turkey, the incumbent will be responsible for providing support to MPA activities within the mission, primarily in regards to Assisted Voluntary Return and Reintegration and assistance for vulnerable migrants.

 

Major Duties and Responsibilities:

 

  1. Provide specific return counseling services and information on Assisted Voluntary Return and Reintegration (AVRR) to vulnerable migrants and victims of trafficking (VoTs) in Turkey.
  2. Organize and facilitate return journeys for migrants to Countries of Origin (CoO) in co-operation with relevant Embassies/Consulates and Turkish governmental authorities (Provincial Directorates of Ministry of Interior Directorate General of Migration Management), while giving special support to vulnerable migrants.
  3. Coordinate with IOM missions in CoO to organize provision of reception and other post-arrival assistance to voluntary returnees.
  4. Provide administrative support to the MPA Division’s liaison and stakeholder engagement activities as required.
  5. Provide inputs to senior staff for reports, presentation and other documentation for public information activities, including for social media as required.
  6. Implement provision of in-cash and in-kind reintegration assistance for vulnerable migrants and VoTs returning to their country of origin (CoO), including evaluation of migrant entitlements, collection of documents, contact with relevant parties in CoO, follow-up of cases and updating databases accordingly.
  7. Coordination with the Finance Department regarding financial processes for return and reintegration assistance in coordination with management.
  8. Provide direct assistance (including AVRR) to victims of trafficking (VoTs) including (but not limited to) conducting interviews, developing caseplans, accompanying VoTs to access services and return home, and engaging with stakeholders regarding the provision of all stages of assistance.
  9. Provide technical advice to the MPA team on the provision of assistance for vulnerable migrants and VoTs as required.
  10. Support liaison with national authorities including shelters, DGMM, PDMMs, Removal Centers on assisting VoTs in coordination with the National Officer and MPA PM.
  11. Enter, compile, update and share data on migrants assisted by the MPA Unit in coordination with the supervisor and MPA PM.
  12. Perform general administrative duties.
  13. Undertake duty travel within Turkey as well as abroad as required.
  14. Perform such other duties as may be assigned

 

Required Qualifications:

 

Education:

 

  • Having a bachelor’s degree in a relevant field (e.g. sociology, gender studies, social work, law, migration, political science)

 

Experience:

 

  • Two years experience in a relevant field
  • Previous work experience in an international or governmental organisation
  • Experience liaising with government authorities and other national/international institutions
  • Experience providing case-management and/or direct assistance to vulnerable individuals
  • Experience working with migrants, refugees, and/or victims of trafficking desirable
  • Experience working within a multi-cultural environment desirable
  • Experience in the use of electronic databases desirable

Languages:

 

  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic or Farsi, or Urdu or Pashtu or Russian or French is advantageous.
