General Functions:  

The International Organization for Migration is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM also has a leading role in the Water, Sanitation and Hygiene (WASH) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context. Security Council Resolution 2449 will supersede earlier adopted SCR 2191 and 2165, allowing UN and its partners to provide cross border assistance from Turkey to Northern Syria in 2019.

Per HNAP Demographic Survey (July 2018), over 6 million individuals (31% of Syria’s total population) are internally displaced persons (IDPs). Approximately 32% of Syrian IDPs are currently residing in Aleppo (18% of total IDP population) and Idleb governorate (14% of total IDP population). The first half of 2018 was marked by significant military operations by the Government of Syria, and changes in control of large parts of Syria, which resulted in displacements from previously besieged enclaves and opposition-held areas (such as Eastern Ghouta, Northern Homs, Dara’a, and Q’neitra) to the remaining de-escalation zone in Northwest Syria. These additional IDPs put strain on already overstretched IDP hosting capacity in these areas.

Under the overall supervision of the Project Officer (Shelter & WASH) and direct supervision of the Senior Project Assistant (WASH), the incumbent will provide administrative assistance in the implementation of the cross-border Water, Sanitation and Hygiene (WASH) and Camp Infrastructure program activities.

 

Major Duties and Responsibilities:

  1. Provide support for the implementation and daily follow-up of project activities related to IOM Water, Sanitation and Hygiene (WASH) and camp infrastructure projects within the cross-border response to the Syria crisis.
  2. Follow up closely with IOM sub implementing partners regarding deadlines, project implementation progress updates and verify proper use of IOM project tools.
  3. Liaise with sub-implementing partners on progress reports (narrative and financial), grant agreements and payments.
  4. Track, sort and archive all the incoming reports, tools, and other documents from the sub implementing partners
  5. Organize and maintain a consolidated live database of the project beneficiaries’ figures and verify any discrepancy.
  6. Support in data management, survey designs, and updating the live online progress charts of WASH related projects.
  7. Assist in all the financial, administrative aspects of the WASH and Camp Infrastructure projects in compliance with IOM’s policies and procedures.
  8. Monitor the delivery of procurement and logistics activities according to the project operations.
  9. Closely follow up with the Resource Management Unit in all aspects of the WASH and Camp Infrastructure grants and payments.
  10. Coordinate WASH activities with different units and departments within IOM such as Protection, Information Management, Procurement, Portal, Finance and HNAP.
  11. Monitor IPs compliance in IOM visibility requirements, support the creation of PI materials and human-interest stories in coordination with the Media and Communications Unit.
  12. Support in reporting to the sectors clusters, using the clusters’ coordination tools.
  13. Perform such other duties as may be assigned.

 

Required Qualifications:

Education:

  • University degree in Architecture, Civil, Environmental Engineering or a related field from an accredited academic institution, with three years of relevant professional experience; or
  • Completed High school degree from an accredited academic institution, with five years of relevant professional experience.

Experience:

  • Proven experience in remote project management, preferably in the Syrian crisis.
  • Proficient use of Microsoft software such as Excel and PowerPoint and other software such as SPSS, KoBo toolbox, DropBox, etc. 
  • Experience working with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.

Languages:

  • Fluency in English is required.
  • Knowledge of Turkish and/or Arabic is advantageous.
