As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context. Security Council Resolution 2553 will supersede earlier adopted SCR 2449, 2191, and 2165, allowing the UN and its partners to provide cross border assistance from Turkey to Northern Syria.
Per HNAP Demographic Survey (September 2020), over 6.5 million individuals (32% of Syria’s total population) are internally displaced persons (IDPs). The end of 2019 and start of 2020 were marked by significant military operations, whereby the Government of Syria and its allies launched an offensive in the north of Syria. This resulted in large-scale displacement, with over 800,000 IDPs fleeing to opposition-held areas in northwest Syria. Approximately 1.2 million IDPs are currently residing in Aleppo governorate, while 1.7 million IDPs are currently residing in Idleb governorate. The total population of opposition-held areas in northwest Syria (NWS) stands at approximately 4.3 million people. Consequently, IDPs constitute over half of the population in opposition-held areas in NWS. The high ratio of IDPs to the hosting population has put a strain on already overstretched hosting capacity in these areas.
Under the overall supervision of the Programme Coordinator and Project Officer (Shelter & WASH) and direct supervision of the Senior Project Assistant (WASH), the incumbent will provide administrative assistance in the implementation of the cross-border Water, Sanitation and Hygiene (WASH) and Camp Infrastructure program activities.
Major Duties and Responsibilities:
- Provide support for the implementation and daily follow-up of project activities related to IOM Water, Sanitation and Hygiene (WASH) and camp infrastructure projects within the cross-border response to the Syria crisis.
- Follow up closely with IOM sub implementing partners regarding deadlines, project implementation progress updates and verify proper use of IOM project tools.
- Liaise with sub-implementing partners on progress reports (narrative and financial), grant agreements and payments.
- Track, sort and archive all the incoming reports, tools, and other documents from the sub implementing partners
- Organize and maintain a consolidated live database of the project beneficiaries’ figures and verify any discrepancy.
- Support in data management, survey designs, and updating the live online progress charts of WASH related projects.
- Assist in all the financial, administrative aspects of the WASH and Camp Infrastructure projects in compliance with IOM’s policies and procedures.
- Monitor the delivery of procurement and logistics activities according to the project operations.
- Closely follow up with the Resource Management Unit in all aspects of the WASH and Camp Infrastructure grants and payments.
- Coordinate WASH activities with different units and departments within IOM such as Protection, Information Management, Procurement, Portal, Finance and HNAP.
- Monitor IPs compliance in IOM visibility requirements, support the creation of PI materials and human-interest stories in coordination with the Media and Communications Unit.
- Support in reporting to the sectors clusters, using the clusters’ coordination tools.
- Perform such other duties as may be assigned.
- University degree in Architecture, Civil, Environmental Engineering or a related field from an accredited academic institution, with three years of relevant professional experience; or
- Completed High school degree from an accredited academic institution, with five years of relevant professional experience;
- Proven experience in remote project management, preferably in the Syrian crisis.
- Proficient use of Microsoft software such as Excel and PowerPoint and other software such as SPSS, KoBo toolbox, DropBox, etc.
- Experience working with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;
- Fluency in English is required.
- Working knowledge of Arabic and/or Turkish is advantageous.
