General Functions:

 

Two year UK-funded project “Supporting Directorate General for Migration Management (DGMM) Efforts in Enhancing the Capacity of Removal Centres within the Framework of International Human Rights Standards” project aims to mainstream a human rights based approach in Provincial Directorates of Migration Management (PDMMs) responsible for running Removal Centres (RCs) through the provision of comprehensive training and guidance on human rights of migrants and to contribute to the DGMM‘s efforts in strengthening the institutional capacity, staff well-being and material conditions in RCs. This project is foreseen to finalize March 2019 and the second phase of the mentioned project is planned to start in April 2019.

 

The main beneficiary of the project is Ministry of Interior, Directorate General of Migration Management (DGMM).

 

Under the direct supervision of the Project Manager, the incumbent will be responsible for supporting and assisting the achievement of the objective and results of the aforementioned project as well as successful day to day implementation of the activities under the project.

 

Furthermore; the incumbent will also be supporting the implementation of certain components of the other projects under Counter Migrant Smuggling Unit’s portfolio that will be implemented in cooperation with the Turkish Coast Guard.

 

Major Duties and Responsibilities:

 

  1. Assist and personally contribute the CMS unit in implementing activities of ‘Supporting Directorate General for Migration Management (DGMM) Efforts in Enhancing the Capacity of Removal Centers within the Framework of International Human Rights Standards” project and several other projects under the responsibility of the unit.
  2. Support implementation of activities of the project(s); carry out day to day activities and administrative processes; prepare and deliver presentations during relevant training activities; report regularly on the challenges and progress recorded in realization of activities and suggest adjustments as necessary.
  3. Monitor operational, administrative and financial activities of the projects according to the approved budgets and in accordance with IOM rules and regulations
  4. Assist with the organization and logistical arrangement of conferences, seminars, trainings and workshops as relevant
  5. Prepare analytical notes of meetings, draft research reports, briefing notes, policy papers, and other materials as required
  6. Provide support in identification of new partnerships to strengthen various CMS initiatives for Turkey and explore opportunities for future project development.
  7. Support in drafting concept notes, project proposals and project budgets under CMS programme
  8. Regularly research, follow-up, compile, analyze and share information/data on national, regional and international developments, reports, legislation and other relevant documentation on migration relevant to work of IOM Turkey, noting and highlighting noteworthy issues and proposing actions especially in the field of irregular migration and counter migrant smuggling
  9. Coordinate procurement of services, supplies, equipment with Procurement Unit and follow up payments and project expenditures with the Finance Unit.
  10. Meet and liaise with the beneficiary, local and international counterparts.
  11. Provide support in the monitoring of project budget; assist in amendment of the project budget if necessary.
  12. Archive project-related files.
  13. Perform other duties as may be assigned.

 

Required Qualifications and Experience:

 

Education and Experience:

 

  • Completed bachelor’s degree in Social and/or Political Science, International Relations or a related field;
  • Three years of experience in relevant field is an asset,
  • Knowledge on labour migration and human development and relevant national/international policies is an asset
  • Training on project development and management is asset,
  • Being able to travel,
  • Good familiarity with diplomatic environment
  • Proven analytical, interpersonal and organizational skills
  • Good level of computer literacy.
  • Experience in liaising with governmental authorities, other national / international institutions.
  • Experience working in the region an advantage.

            Experience in writing papers, briefings, articles

 

Languages:

 

  • Fluency in Turkish and English are required.
