General Functions:  


Under the overall supervision of Protection Officer and direct supervision of the National Project Officer (Education & Protection) based in Gaziantep the incumbent will be responsible in providing specialized support in project implementation, monitoring and reporting on the above mentioned project’s component on Municipality Center in Mersin. In addition, the incumbent will be responsible in the project coordination of the Mersin Metropolitan Municipality Migrant Center in close cooperation with IOM Turkey programme teams.


Major Duties and Responsibilities:


  1. Coordinate effective and timely delivery of project activities namely counselling and referral services for migrant and refugees, capacity building and social cohesion activities in close coordination with the IOM program officers, and Mersin Metropolitan Municipality Migrant Center (hereinafter the Center) management.
  2. Provide guidance to project team to increase the leverage of the given services at the Center; make sure that all staff are aware of and updated with relevant knowledge including policies, legislations, institutional frameworks, capacities and programs of key stakeholders in the field of migration in close coordination with IOM relevant program teams.
  3. Identify capacity needs of the project team (Center staff, project assistant, municipal counterparts) as well as municipality staff involved in the project activities and accordingly design and implement relevant activities such as capacity building trainings, workshops aiming to increase quality of services provided by the Center and other municipality Centers.
  4. Support developing and updating project work plan (organizational, administrative, training, logistics) to implement and support the project activities within the project budget and timeframe in close coordination with IOM program team.
  5. Prepare monthly reports with data collection, develop M&E activities in close coordination with the IOM program team and Monitoring and Evaluation Officer.
  6. Develop collaboration with IOM’s other programs and integrate them to the Center,
  7. Liaise with local and international counterparts and develop cooperation and coordination with relevant stakeholders.
  8. Monitor effective usage of the Center’s data-base system for better service provision.
  9. Prepare training reports, briefing notes and other materials that would support capacity development of the Center
  10. Draft project interim and final reports in a timely manner, as well as other relevant information materials as required for the authorities, donors and IOM.
  11. Report to the IOM program team regularly on the planned and implemented project activities, impact, progress as well as challenges of these activities recorded in realization and in outcome of activities.
  12. Participate in the coordination meetings organized at provincial level and liaise with all relevant stakeholders to support the project objectives.
  13. Report to IOM program team regularly on the challenges and progress recorded in realization of the project activities and suggest relevant actions to overcome challenges.
  14. Support other municipal centers run by IOM when necessary.
  15. Ensure that all rules and procedures applied by IOM are respected and followed by the project team during the project implementation and perform other duties as may be assigned.
  16. Perform any other related duties as may be assigned.


Required Qualifications:




  • University degree in Law, Social and/or Political Science, International Relations or a related field from an accredited academic institution, with five years of relevant professional experience; or
  • Completed High school degree from an accredited academic institution, with seven years of relevant professional experience.




  • Proven experience in project implementation, monitoring and reporting
  • Experience in supervision of case management is an asset;
  • Experience in writing reports, papers and briefings;
  • Experience in liaising with governmental authorities, other national / international institutions;
  • Proven analytical, interpersonal and organizational skills;
  • Good level of computer literacy;
  • Experience working in the region is an advantage;
  • Willing and being able to travel.




  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic is advantageous.
