JOB PURPOSE
The FSL Project Manager is responsible for implementing ACTED’s FSL programs with a focus on agricultural and Livelihood activities in NWS through different modalities.

OBJECTIVES
Provide day to day management of FSL and Livelihood activities implemented in Idleb Area, during the project planning and implementation providing operational management. And to ensure the quality of implementation, accountability, and transparency.

FUNCTIONS

Project Planning

• Contribute to development of overall SFL project implementation strategy, systems, approaches, tools, and materials(applicable).
• Develop and implement cash, voucher and other market-based FSL activities in Syria as well as ongoing livelihoods programming.
• In collaboration with the project team and coordination, determine the strategic direction of the project in the short and medium term and map out activities, and contribute to the preparation of project proposals and budgets as necessary,

Project Implementation Follow-up, team management

• To Prepare and regularly update project monthly work plans and schedules that support achievement of program targets within project timelines.
• Ensure that planned activities are successfully implemented according to ACTED’s quality standards and SoPs.
• Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
• Prepare Bills of Quantities and Designs as required by project.
• Conduct technical evaluation and quality check on project materials as applicable.
• Provide relevant technical expertise/guidance to ensure that technical quality and standards are maintained during project implementation.
• Provide input and regularly review all FLAT Follow-Up for ongoing project together with the relevant department manager and Project Coordinator.
• Supervise Daily labor/sub-contractors/value voucher to support with the FSL activities.
• Submit accurate and detailed reports on assistance provided to beneficiary and technical activities conducted.
• Be responsible for the management of technical officers and for ensuring that all field teams are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity.
• Ensure that technical officers and other project/field staff are given training and complete all the necessary documentation in line with project requirements.
• Support the Reporting Manager in the preparation of reports to be submitted to Donors / Authorities / Coordination bodies.
• He/she will be expected to provide reports covering activity implementation, achievement of objectives, successes / challenges, beneficiary feedback, etc.
• Communicate with the Area Coordinator on the progress of the implementation of activities and on observations made during the mission and collaborate closely with the AME unit as part of monitoring and evaluation activities.
• Plan, coordinate and oversee staff plans.
• Anticipate and mitigate risks and troubleshoot any unforeseen challenges during the project implementation.

**Administration and Operational Management of Project Implementation

Finance**
• Review the spending plan(s) and provide accurate forecasts with BOQs
• Forecast monthly cash requirements of the project and submit to AC
Logistics
• Contribute to the development of Procurement plans
• Contribute to quality checks and procurement committees to finalize suppliers’ selection according to the applicable scenario
• Confirm the quality of material selection when applicable
• Ensure proper management and use of the project assets and stocks

Administration/HR
• Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc.)
• Ensure that project staff understand and are able to perform their roles and responsibilities
• Follow-up the work plans and day-to-day activities of the project staff
• Manage the project staff in cooperation with Area Coordinator
• Ensure a positive working environment and good team dynamics
• Undertake regular appraisals of staff and follow career management
• Manage interpersonal conflicts
• Ensure capacity building among staff in relevant sectors

Transparency
• Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc.) are adequately prepared, compiled and filed according to ACTED procedures

Security
• Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly

External Relations

• Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation
• Coordinate with NGOs working on related issues and specifically on FSL related issues.
• Attend the FSL working groups to ensure complementary programming with other actors. Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner.

• Where relevant, liaise with donors and work closely with partners on project updates, site visits and other communication

Quality Control

• Assess the activities undertaken and ensure efficient use of resources;
• Ensure lessons learned are documented, shared and reflected in project planning and decision making
• Advise on, and assist with, project reviews conducted by AMEU
• Ensure quality control, analysis of added-value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development

Reporting

• Provide regular and timely updates on progress and challenges to supervisors and other team members
• Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
• Contribute to the drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided

QUALIFICATIONS

Essential Qualifications**
• Bachelor’s Degree in agriculture engineering, Agronomy, Food Security, or related field
• Minimum 2 years of progressive experience leading teams in a humanitarian context for lNGDs, UN agencies, or private sector companies at similar position.
• Minimum of 1 year of technical experience implementing agriculture activities, agriculture inputs voucher programs, agricultural labor market strengthening, and value-chain or market analysis highly preferred.
• Experience with Microsoft Word and Excel required.
• Strong command of Arabic and English language skills

Preferred Qualifications
• Longer than 2 Years’ Experience with INGOs
• Longer than 1 Y experience in Agriculture
• Work Experience in NWS Idleb Area with NGOs.
