Job Purpose:

The Project Manager will be responsible to plan and manage the project objectives, outcomes and outputs as per the agreed time, budget and quality framework. He will manage the project team and project resources in an effective and efficient manner ensuring fullest compliance with the organizational procedures and donor guidelines. S/He will maintain a regular liaison and coordination with the implementation partners to make sure that they achieve their assigned targets as per the agreed TORs.

Essential Job Responsibilities and Duties:

The responsibilities and tasks include, but are not limited to:

  • Identifies and analyses specific technical/business/financial needs of the MSMEs who are disturbed/badly affected with the Covid-19 pandemic and devise a rehabilitation and recovery plan for them in consultation with them and project stakeholders ensuring that they are able to revive and move towards a business growth path successfully overcoming their structural, financial and planning bottlenecks. 
  • Identify eligible and capable partners for the delivery of the project objectives and outcomes in consultation with the Line Manager and the Head of Program. Preparing capacity building plans for the partners as and when required.
  • Develops guidelines, tools and manuals to address the technical needs of the businesses in crises. Execute these training plans engaging the best quality resources and effective methodologies
  • Provides support to the project teams, partners and beneficiaries to develop work packages and implementation plans for their entrepreneurship and business growth plans and initiatives  
  • Provides technical inputs and feedback to improve the quality of the projects’ implementations and business re-generations; this technical backstopping will be based on the latest market trends, export/import frameworks, market research findings
  • Conduct regular performance appraisals of the project teams as per the HR procedures and mentor and guide them for their improvement plans.
  • Coordinate with partners for their technical performance; recommending and executing ways to prepare their capacity building plans 
  • Manage the project operations including procurements, finance and the HR in the best possible way making sure that the organizational policies and procedures – this will be done in technical line management of the head of relevant operational departments.
  • Preparing monthly and quarterly financial and narrative reports in coordination with the relevant departments and sharing with the internal and external stakeholders.
  • Prepares high quality implementation reports and updates elaborating all different aspects of the project progress in an analytical way. Sharing with the key stakeholders as per the agreed timeline
  • Review the regular project performance on quarterly/annual basis and rectify for the gaps highlighted by the stakeholders
  • To participate in the meetings related to project management review, stakeholder coordination and any other meetings as and when required
  • Assists the Line manager and the Heald of Program in stakeholder representation and management.
  • Performing any other tasks

Procurement

  • In contribution to the logs/procurement team and under the guidance of the procurement committee, ensure that all relevant purchase orders are well prepared and submitted with providing all required BOQs and technical specifications to maintain the best level of provided services/supplies.
  • Prepare project procurement plan and oversee procurement implementation to ensure all services/supplies are provided within the projects’ timeline/work plan.
  • Contribute to setup procurement criteria according to required items with support to the procurement team to ensure best value for money practices are met.

Financial management:

  • Manage the project budget, including regular monitoring of expenditure against budget, in accordance with QC’s financial procedures and guidelines.
  • Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timeframe.

Reporting/Communication:

  • Report all project’s activities with donor’s deadline with adherence to donors’ requirements and reporting formats.
  • Report immediately all projects’ security challenges and ensure proper incident reports are submitted.
  • Participate in relevant working groups for reports, data collection and reporting projects’ activities as per the process/requirement

Monitoring & Evaluation

  • Manage project in line with the logical framework, the programme M&E plan and ensure regular analysis and reporting on programme data.
  • Ensure related staff are aware of and understand the M&E methodologies and requirements including monthly data collection, analysis and reporting to all key stakeholders in a timely manner.
  • Provide technical contribution to the design of M&E tools and support MEAL team in data analysis.

Other

  • Adhere fully to the commitments and rules of QC’s Code of Conduct
  • Undertake any other relevant duties as may be assigned by the SMT.

Requirements / Skills

  • BA or MA in a Business Planning/Management, international development, Economic Development. In case, no relevant degree, must have demonstrated work experience in Entrepreneurship development, Business incubators management, support and development of small and medium businesses.
  • Sound knowledge of the Turkey Labor Market, Chambers of Commerce, Business forums, industrial zones, and demand/supply dimensions of the job market, work permit regime requirements 
  • At least 2-3 years’ experience in managing relevant projects/programs is a MUST.
  • Demonstrated experience of working with e-commerce solutions for small businesses, business start-ups, financing and new markets explorations will be high preferred
  • Experience of working with refugees and displaced populations and knowledge/understanding of exclusions/inclusion issues
  • Previous experience in developing tools and guidelines and delivering trainings, coaching, and mentoring
  • Excellent interpersonal communication, presentation skills, networking and representation skills
  • Fluency in written and spoken English is Must. Arabic and Turkish languages will be an asset – Turkish nationals will be highly preferred
  • Ability and willingness to travel domestically
