Job Purpose:

The Project Officer will ensure initiation of processes for the implementation of project objectives, outcomes under the guidance of the Project Manager. S/he will support in executing of the key processes in all areas of project cycle management including, but not limited to, implementation, procurement and recruitment, reporting and quality assurance with strong focus on organizational policies and procedures and donors requirements.

Essential Job Responsibilities and Duties:

Project Development and implementation

  • Contribute in the process of preparing detail implementation plans for the project – this includes preparation of HR plan, communication plan, implementation work plan and the fund management plan 
  • Contribute to the development/ revision of best practice guides, manuals and other technical resources to improve the projects and program quality
  • Follow up with the project teams and the implementing partners on their work plans, reviewing progress and acquiring progress updates.
  • Draft and review project reports and updates and submit to the project manager for the final approval.
  • Supporting in implementing the required needs assessment and identifying and execute research and evaluation priorities as and when required.
  • Ensuring regular update of the data of project participants and beneficiaries into the system and making sure that this is regularly updated and reported to the internal and external stakeholders.
  • Contributing in planning and managing project budgets with all necessary details ensuring the value of money and resource efficient project planning
  • Ensure regular sharing of reports and updates (both financial and implementation progress) with the donors and internal and external stakeholders.
  • Ensuring that the project progress is regularly shared with the Media department for visibility; visibility requirements of the donors are fully complied with through the course of the project.
  • Provide initial technical and programmatic feedback to the implementation processes and sharing with the project manager regularly for final approval

Staff Management

  • Coordinate to conduct regular coordination meetings with key team members under the guidelines of the project manager
  • Contribute to team capacity building and set up training plans to enhance team members technical capacity.

Procurement

  • Initiate processes for procurement, recruitment and coordination under the guidance of the project manager; prepare procurement request, payment requests and vacancy request etc for the approval of Project Manager as per the work plan
  • Ensure all services/supplies are provided within the projects’ timeline/work plan on the trainings/events venues as per the plan.

Financial management:

  • Follow the project budget, including regular monitoring of expenditure against budget, in accordance with QC’s financial procedures and guidelines.
  • Follow the work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timeframe and any changes are fully communicated to the Project Managers and fully tracked for the best possible compliance.

Other

  • Adhere fully to the commitments and rules of QC’s Code of Conduct
  • Undertake any other relevant duties as may be assigned by the management

Required Qualifications/Experience/Skills:

  • Bachelor’s degree in Business Administration, Economics, or relevant field of study.
  • At least 2 years of proven work experience in INGOs/NGOs within the income generation related to small and medium business development, entrepreneurship -
  • Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders.
  • Very good reporting and representation skills
  • Sound judgement and ability to make impartial recommendations.
  • Very good computer skills including MS office.
  • Excellent English language skills are Must. Arabic AND Turkish language expertise will be an asset – Turkish nationals will be preferred.
  • Candidates with Turkish AND Syrian nationalities are highly desirable
  • Experience delivering capacity building training and materials development is preferred.
