About UOSSM:

L’Union International des Organisation de Secours et Soins Médicaux (UOSSM International), since its establishment in 2012, has been providing humanitarian assistance, medical relief, and healthcare services to people affected by the conflict in Syria and Turkey, among other countries. UOSSM International is a non-governmental organization registered in France and has a country office (Mission) in Gaziantep with a capacity of 65 staff in Turkey, Gaziantep, and about 1800 staff inside Syria, providing health services to around 1.5 m beneficiaries on an annual basis. UOSSM International delivers services related to health, protection, nutrition, mental health, referral ambulance services and other interrelated ones. The organization has become one of the largest providers of medical relief services in Syria with an estimated annual budget of approximately 20 m USD. Our interventions include: 1) operating vital hospitals and several PHC centers in the northwest of Syria and delivering primary care, trauma care, and psycho-social support services, 2) supporting clinics and hospitals with medicine, medical supplies and operating expenses, 3) enhancing the capacities of subnational stakeholders, training and developing the human capital and medical practitioners caring for victims of war, 4) collecting data to improve the quality, quantity, and types of health services provided, 5) coordinating with partner organizations to ensure that aid reaches those in need, and 6) engaging with international bodies and the public for support. Furthermore, UOSSM International operates complementary projects to improve its services, such as solar systems for many health facilities.


The Union of Medical Care and Relief Organizations (UOSSM) seeks a Project Manager who will be responsible to ensure the successful delivery of projects within scope, on schedule, and within budget while meeting quality standards and stakeholders’ expectations. He/She will provide overall technical leadership and operational oversight for the ongoing projects, ensuring the successful implementation of high-impact activities and alignment with projects goals and reporting requirements.


Under the direct supervision of the Executive Program Director and the Country Director, this position will be based in Gaziantep. Overall Responsibilities:


The Projects Manager will oversee all projects, manage implementations and completion, lead partners and stakeholders' involvement, and report. They will play a crucial role in ensuring effective project management, coordination, collaboration, and reporting to internal and external stakeholders. This position will be responsible for liaising with and maintaining strong relationships with various actors internally and externally, such as local institutions, communities, and partners.


Duties and Responsibilities:

·       Supervise all projects within the organization, providing guidance, support, and oversight to project teams.

·       Lead the development and implementation of project management strategies, plans, and processes to ensure timely and quality delivery of projects outputs.

·       Manage projects implementations, including planning, budgeting, monitoring, and evaluation, in coordination with project teams.

·       Coordinate with project managers/coordinators and team members to facilitate collaboration, communication, and knowledge sharing across projects.

·       Lead partners and stakeholders' involvement in project planning, implementation, and decision-making processes, ensuring their active participation and contribution.

·       Establish and maintain effective partnerships with stakeholders, including government agencies, NGOs, donors, and community groups, to leverage resources and expertise.

·       Represent the organization in meetings, workshops, and events related to project activities, fostering positive relationships and promoting collaboration.

·       Prepare regular reports on project status, achievements, and challenges for internal and external stakeholders, ensuring timely and accurate reporting.

·       Manage projects budgets, track expenses and report to the Executive Program Director on monthly basis, as per the agreed projects tool in the dashboard.

·       Oversigh the operational, admin and logistic projects-related activities in coordination with relevant departments.

·       Ensure compliance with donor requirements, organizational policies, and relevant regulations in project implementation and reporting.

·       Supervise project staff, including recruitment, performance management, and professional development.

·       Provides effective management, monitoring, and evaluation process, focusing on the achievements.

·       Conduct post-project evaluation to identify lessons learned and areas for improvement.



A bachelor's Degree in medince\phamacy or  Master’s in business administration is required.


Professional Experience

  • A minimum of seven experience in project management, preferably in the humanitarian or development sector.
  •  A minimum of five years of relevant professional experience is required in designing, implementing, and/or evaluating large primary health care programs, including demonstrated technical knowledge of UHC and relevant health systems strengthening topics.
  • Proven ability to provide technical leadership and support, capacity building, and technical assistance on the design and implementation in the Syrian Context.  
  • Strong experience to lead and manage international project managers and consultants.  
  • Proven track record of successfully managing and supervising projects, including multi-sectoral and multi-partner initiatives.
  • Strong understanding of project management principles, methodologies, and tools.
  • Excellent leadership, communication, and interpersonal skills.
  • Experience in leading and facilitating stakeholder engagement and partnerships.
  • PMP certified are preferred.



  • Demonstrated ability to build and maintain relationships interacting productively and professionally with local counterparts, UN Agencies and NGOs, health professionals and partners.
  • Advanced cross-cultural sensitivity and experience working in multicultural, multi-linguistic environments, promoting trust and mutual respect.
  • Experience in adaptive management, with the ability to iterate, test and adjust programming in response to contextual shifts.
  • Demonstrated diplomacy, written and oral communication, and negotiation skills.
  • Capacity to transfer and convey information and knowledge accurately and incisively to external partners, stakeholders, senior officials, and the donor community.

·        Foster a collaborative team environment and resolve conflicts as they arise.

  • Fluency in both English and Arabic is required.
