Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Mission
Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).
Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.

Hierarchical & Functional links
Based in Afrin, the protection officer will be under the direct line management of Field Coordinator and technical supervision of DDD Protection Manager. The position will also provide technical support to Community Health Workers in the area of intervention.

External: Relevant Clusters, International and National NGOs, partners, and donors.

Main Responsibilities
The Protection Officer (PSEA & Safeguarding) core function is to support the DDD Syria Programme in the components of protection mainstreaming for their health programmes and will provide technical supervision to Community Health Workers on referrals, monitoring and follow up on the identified protection cases. The incumbent will also be serving as the DDD Afrin PSHEA Focal Point (Protection from Sexual Harassment, Exploitation and Abuse). This role requires knowledge on international guidelines on protection, GBV and gender mainstreaming in health sector (i.e. IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action) and former experience on community engagement, case management and protection overall.

Function Details
Technical Responsibilities

Support developing and conducting the interventions on awareness raising, refreshment trainings and spot checks in line with the PSHEA Policy and relevant internal frameworks.
With the technical supervision of DDD Protection Manager, support Community Health Manager in regards to strategizing community engagement, awareness and health promotion activities.
Assess cultural, gender, age and disability challenges and gaps on reporting and appropriateness of raising awareness methods.
Under the technical supervision of DDD Protection Manager, support the Community Health Workers on protection case referrals, monitoring and follow up.
Ensure quality referral and follow-up of individual cases; guarantee minimum standards and protocols are maintained
Regularly reviewing of referral process and practices, and providing technical supervision for Community Health Workers.
Technical support and supervision to Community Health Workers to ensure that community engagement activities identify boys and girls most at risk for protection issues, that safe and ethical referrals are made in a timely manner, that community networks are engaged and that child protection risks and gaps in the community are made visible.
Support the development of communication and engagement materials (i.e. brochures, leaflets, posters) on protection components as well as complaint mechanism mainstreamed in gender, age and diversity.
Support PSHEA risk mitigation efforts and contribute to the development and implementation of field level guidance, strategies, standard operating procedures, referral pathways and SHEA (including Community Based Complaint Mechanisms)
Support the development of service mapping and ensure service map and referral pathways are up-to-date and functioning in the areas of operation.
Identifying gaps and weakness’, support updating, planning and implementing PSHEA prevention and response for the activities in the area of intervention.
Provide regular inputs from the field regarding wellbeing risks for staff members, and in collaboration with HR, DDD Protection Manager improve the staff wellbeing support provision.
Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility

Capacity Building
Identify and monitor the capacity gaps and training needs of Community Health Workers in regards to community engagement, awareness raising, and protection.
In collaboration with the Community Health Manager and Community Health Workers, under the technical supervision of DDD Protection Manager, develop capacity building strategy for Community Health Workers and implement the relevant activities and trainings accordingly.

Reporting
Document lessons learnt and best practices by collecting information and coordinating with the Community Health Workers in the area of intervention.
Maintain program files and documentation as per minimum standards, including maintaining the confidentiality of beneficiaries’ data.
Submit monthly report to DDD Protection Manager and Field Coordinator in timely manner.

Promote and encourage a culture of compliance and ethics throughout Dünya Doktorları Derneği. As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.

Expected profile
Education and Qualification

Education in BSc/BA/BEng level preferably in Social Work, but other fields such as Sociology, Psychology, Human Rights Law, International Relations, Political Sciences, Social Sciences, Development Studies or similar can also be relevant, or equivalent field experience.
Knowledge of established inter-agency standards and guidelines in child protection, SGBV especially the Inter-Agency Guidelines for Case Management and Child Protection, the Minimum Standards for Child Protection in Humanitarian Settings and the IASC MHPSS Guidelines.

Experience
At least 3 years of experience in protection sector (preferably experience working on PSHEA in humanitarian settings)
Experience in security and risk management.
Previous experience in case identification, referrals and interdisciplinary interventions, with excellent negotiation and communication skills.
Experience in monitoring and evaluating protection interventions, with particular focus on community engagement and management of high-risk cases.
Experience of and commitment to working through systems of community participation and accountability.

Languages
Required: Fluency in Arabic and English (Oral and Written)

IT & Equipment
Good proficiency with Microsoft package
