Department: Technical Department

Location:   Gaziantep with frequent travels to program locations

Reporting to: Protection & Inclusion Coordinator

Duration: Until the end of August 2023 with possible extension

Starting date: ASAP

RI invests in four broad program sectors:  Economic Opportunity, Education, Health, and Water, Sanitation and Hygiene.  We design our programs to incorporate The RI Way:  local participation, integrated programming, the development of civic skills, and complementary partnerships including with local NGOs, governments, and the private sector.  RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change. 

 

Position Summary.

Under the direct supervision of Protection and Inclusion Coordinator for the RI Türkiye program, the Protection Officer will mainly focus on the implementation of protection activities. This includes, organizing trainings for RI and partner staff, providing technical supervision for case management services, reviewing and contributing to development of data collection tools for protection specific activities in collaboration with the MEAL unit. The Protection Officer will also work with different partners on capacity building to mainstream protection and inclusion into the project implementation cycle. He/she will ensure that agreed procedures are followed and accountability mechanisms are implemented by partner organizations to ensure high-quality programming and continually improve the support to program provided by Relief International.

Key Responsibilities and Duties.

Supervision, Monitoring and Operations

  • With frequent visits to RI field locations, provide supervision, technical guidance, and monitoring for RI and partner staff, and carrying out regular case discussion meetings to monitor implementation and overall protection risks,
  • Ensures coordination across multisector response (when relevant) is achieved with the support and supervision of Protection and Inclusion Coordinator; support non-protection field teams to incorporate protection mainstreaming across project activities
  • Ensures that the external and internal referral pathway is known, applied and monitored by RI and partners through the inter-agency referral systems, integrated service mappings, etc.
  • Provides technical support to case managers/social workers on confidential case identification and referral mechanisms in line with internal procedures and internationally recognized best practices such as SPHERE standards, Child Protection Minimum Standards and the IASC GBV guidelines.
     

Technical and Programmatic Approach

  • Ensure confidentiality and data security controls processes are in place and complied with by RI and partner staff.
  • Participate in developing the data collection tools for protection activities in collaboration with the technical department and work on the survey, needs assessment, and data analysis.
  • With the close support and supervision of Protection and Inclusion Coordinator, prepare and conduct training for RI and partner staff and prepare weekly schedule for regular coaching/mentoring on case discussions, thematic topics, and implementation of minimum standards and various SOPs (internal case management guide, community-based protection SOPs, external GBV and CP SOPs)
  • Work closely with the Protection and Inclusion Coordinator and with the technical team in the development of the concept notes, full proposals, emergency preparedness and response plans.
  • Support/help the technical and program teams to prepare internal and external monthly/interim/quarterly/final reports.
  • Oversee overall implementation of the Protection activities and provide guidance to the Partner, and case management staff to ensure that stated goals and objectives are met, and that project reports are written and submitted in a timely manner

Coordination and Representation

  • Promote relations and coordinate activities with partner institutions as well as other protection actors, donors, UN, and civil authorities if requested
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of RI’s sector activities
  • Represent RI externally to technical working groups as requested

Safeguarding

  • Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
  • Consistent with RI’s safeguarding and protection policies, ensure your job-related activity and practice is compliant with safeguarding standards.

Experience and skills required for the role.

  • Bachelor’s degree, in Social Science, development studies or relevant technical field of study.
  • Minimum 3 years professional experience in protection field within a humanitarian organization with experience in supervision and partner management
  • English (written & spoken) is essential for this position and knowledge on Turkish or Arabic is an asset
  • Demonstrated ability to work in partnership with other organizations
  • Experience in participating and representing organization in cluster meetings/working groups is an added value
  • Experience in accountability to affected population, protection mainstreaming and PSEA
  • Experience in capacity building, designing, facilitating or delivering trainings on protection, case management and social service approach.
  •  Ability to conduct site visits to RI field locations on a regular basis.
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently in a fast-paced, stressful environment;
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Excellent analytical and organizational skills.
