I - PositionSummary

Managed by the Project Manager and working in collaboration with technical staff, the Protection Outreach Coordinator will be responsible for line-managingProtection Outreach Officer (who will, in turn, manage two Protection Outreach Assistants) to plan and implement community activities with a focus on protection messaging and training. The Protection Outreach Coordinator will lead: the development of appropriate protection messages and materials, in liaison with technical advisors; identification of program participants/community-activators, in liaison with community leaders; training, and supervising of training, of community activators; and will provide supervision and support to community-based activities and information sessions in urban/peri-urban. He/she will ensure that agreed procedures are followed and accountability mechanisms are implemented in order to ensure high-quality programming and continually improve the support to refugees provided by CARE. As the program expands, the Protection Outreach Coordinator might be required to support staff in multiple locations in southern Turkey.

 

II -General Functions 

1.           Design and adaptation of the Community Activators curriculum and establishment of referral pathways

2.           Liaise with community leaders and supervise recruitment of Community OutreachActivators

3.           Supervise training of outreach activators and organization of community activities and outreach events

4.           Supervise the identification of vulnerable/protection cases and work in collaboration with the Case Management team

5.           Reporting on outreach activities

6.           Contributing to the high-quality implementation of CARE’s refugee response

 

III- Roles and responsibilities

1.      Design and adaptation of the Community Activators curriculum and establishment of referral pathways (20%)

-      Liaise with the MEAL team to lead baseline and line surveys.

-      With support from the ProjectManager and Gender & Protection Advisor, coordinate the development and adaptation of the training curriculum for community activators, ensuring that the curriculum reacts and responds to the specific needs of communities whereCARE’s activities are being implemented.

-      With support from the ProjectManager and Gender & Protection Advisor, lead regular mapping of protection risks and services and establish appropriate referral pathways for target areas, in collaboration with the Case Management Coordinator.

-      Coordinate with partner organizations and peer agencies to support information sharing of topics they are experts on. 

2.   Liaise with community leaders and supervise recruitment of community outreach activators (5%)

-      Lead and organise sensitisation activities to introduce CARE to community leaders and community members and gain acceptance for proposed activities.

-      Lead and supervise the recruitment of appropriate community activators who will participate in weekly training sessions and will help to implement and lead community-based activities.

3. Supervise training of outreach community activators and organization of community activities and outreach events (40%)

-      Provide orientation and training to new Protection Outreach staff, in collaboration with the Project Manager andGender & Protection Advisor.

-      Supervise and support the Protection Outreach Officers and Assistants to train community information volunteers according to agreed work plans.

-      Ensure that community activators and staff are aware of accountability mechanisms and their role in implementing these and that the Code of Conduct is explained, signed complied with.

-      Supervise and support the community activators and Protection Outreach Officers to implement community activities and establish community support networks and mechanisms.

-      Maintain work plans for the Protection Outreach teams, ensuring that the full variety of community and protection outreach activities is well-organized and implemented in accordance with agreed plans and standard operating procedures.

-      Ensure that community activators have the necessary tools and materials to support their work.

4.      Supervise the identification of vulnerable/protection cases and work in collaboration with the Case Management team (15%) 

-      Supervise the Protection Outreach Officers, Assistants and community activators to ensure that protection cases and cases of vulnerability are properly identified and referred to the Case Management Team, in accordance with guiding principles and existing standard operating procedures.

-      Work closely with the CaseManagement Team to ensure that protection activities are coordinated and identified cases are assisted in a timely and quality manner.  

5. Reporting (10%) 

-      Ensure that adequate and accurate records of information on participants of activities are kept by theProtection Outreach Officers, in liaison with community leaders and theMonitoring Evaluation Accountability & Learning (MEAL) team.

-      Supervise production of regular activity reports on community activities by the Protection Outreach Officers.

-      Manage relevant databases and ensure that these are kept up to date by the Protection Outreach Officers.

-      Compile monthly summary reports for outreach activities, for each project location, for submission to the Project Manager, Head of Programs, Gender & Protection Advisor and MEALteam.

6. Contribute to the high-quality implementation of CARE’s refugee response: (10%) 

-     Line manage Protection Outreach Officers and ensure that HR processes are followed by all Protection Outreach staff in the different operation areas.

-     Represent CARE Turkey in coordination mechanisms relevant to this role, including the Protection & Community Services Working Group and theSGBV Sub-working Group (or province-specific mechanisms), as required.

-     With the MEAL team, ensure that participants are selected for activities based on agreed criteria and are registered according to the procedure.

-     Contribute to regular project monitoring for the refugee response.

-    Assist the MEAL team to organise Focus Group Discussion (FGDs) with beneficiaries using the Quality& Accountability FGD Outline.

-     Ensure that feedback received from community members is used to continually improve activities and that activities are meeting the needs of the communities

-     Review relevant tools, reporting formats and database to ensure they ensure the collection of relevant data.

-     Review and validate the findings of monitoring and accountability activities with the MEAL Officer and provide feedback for improving the quality of assessment and activities.

6.         Any other relevant tasks required by the line manager


IV -Qualification and skills

Essential

-       A team player

-       At least three years of work experience with the prior experience of working on humanitarian aid programs

-       Prior experience of implementing protection and/or social work activities

-      Experience implementing community-based programming

-       Strong planning and communication skills

-       Experience in motivating people to participate in events/activities

-       Experience in training or in education work

-       Experience in developing training curricula

-       Line management experience

-       Strong report writing and documentation skills

-       Fluent spoken and written Arabic and/or Turkish

-       Good spoken English

-      Understanding of protection principles and related interventions

-       Computer skills in word processing, especially in MS Word and MSExcel are preferred

Desired

-      Prior experience of participating in humanitarian coordination mechanisms

-      Prior experience of working with refugee populations

 

V –Work conditions

Duty station: Urfa with regular travel to field sites in the city and potentially other areas of south-east Turkey.

Estimated breakdown (average):

Fieldwork:  20-40% (1-2 days/week)

Office work:60-80% (3-4 days/week)

 12 months with the possibility of extension, dependent on funding.  Recruitment for this position is dependent on final confirmation of funding.
