General Description of the Programme

GOAL, an International Humanitarian Organization, has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

 

Position Summary

Line managed by Adana Deputy Program Manager, the postholder will be based in Mersin. Protection Team Leader will be supporting the ECHO Program through day to day implementation of social services, Individual Protection Assistance and Protection Outreach activities as per Protection Best Practices, Guidance documents and SOPs of Inter-Agency Coordination Unit. S/he will line-manage Protection Workers based in Mersin.

 

General Functions of the role

  • Under the supervision and coordination of the Deputy Program Manager, support the planning and implementation of the LINK program in Mersin by reviewing project documents, developing detailed weekly implementation plans in collaboration with field teams, supervising delivering of Individual Protection Assistance (IPA) and protection outreach activities to the beneficiaries.
  • Plan, implement and supervise IPA, outreach, provision of information and awareness raising activities on a daily basis.
  • Line manage the Protection Workers in Mersin in delivering the program activities according to the workplan developed by Deputy Program Manager.
  • Supervise and implement the provision of IPA assessment to determine eligibility and plan the needed assistance; and service delivery, including accompaniment, information counselling, in kind aid delivery, etc. following a thorough protection risk analysis and case planning to beneficiaries on daily basis at the field.
  • Provide capacity building efforts to Protection Workers and the community leaders.
  • Work closely with the MEAL Team and the Deputy Program Manager on the timely monitoring and evaluation of the Individual Protection Assistance, outreach, referrals, and assessments.
  • Provide appropriate information to clients, professionals, colleagues, and others in order to maximize good decision-making processes.
  • Any other duties related to the nature of the job as directed by the supervisor.
  • Ensure impartiality, and confidentiality of beneficiaries, at all times.
  • Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
  • Ensure adherence with GOAL’s code of conducts and other internal policies i.e. on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL's commitments to the protection from sexual exploitation and abuse (PSEA).
  • Work with supervisors and peers in harmony to achieve LINK workplans, objectives and targets.
  • Participate in one to one performance development reviews/appraisals and contribute to the identification of own development needs.
  • Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe methods of work.

 

Key Responsibilities and Duties

  • Support the planning and implementation of the main program activities and ensure expected targets and deliverables are reached according to workplans; inform the Deputy Program Manager any relevant/urgent issues and delays to be able to timely address.
  • Provide day to day supervision and support to Protection Workers in Mersin who are engaged in IPA and Protection Outreach activities on daily basis.
  • Develop weekly plans for Protection workers for IPA and protection outreach activity and conduct regular case and team meetings for supervision purposes.
  • Plan, implement and supervise individual protection assistance to program beneficiaries through comprehensive assessment, case planning, case implementation, follow up and case closure in addition to project's outreach, provision of information and awareness raising activities to refugees about their rights, obligations and services available in Turkey.
  • Work with the GOAL Team and other stakeholders to identify and register individual cases requiring IPA intervention at the field.
  • Ensure to record registered cases and activities in the database on time and with quality, update the information as necessary and ensure that progress is updated in the database.
  • Ensure all hard copies of respective IPA data and MoVs are collected and stored as requested and in a timely manner.
  • Accompany the beneficiaries as needed and support them to access to services.
  • Implement the activities in accordance with GOAL`s program SOPs/guidelines and support with development and revisions program SOPs/guidelines.
  • Ensure quality implementation through compliance and adherence to GOAL, donor and national policies, procedures and guidelines including internationally recognized protection and social services standards.
  • Report to Deputy Program Manager on weekly and monthly basis.
  • Provide appropriate information flow within the team members and with the line manager.
  • Thoroughly document, update, file and store all field level activities, outreach including awareness raising sessions and IPA case information with due consideration of confidentiality and data protection principles.
  • Ensure beneficiary and activity data entered correctly and on time, and that all progresses are closely monitored and updated in the database.
  • Maintain professional links to all other agencies engaged in protection within Mersin province and if requested by the Deputy Program Manager and/or PICO, represent GOAL in the coordination meetings.
  • Coordinate with Social Services Assistant and Officer to enhance service mapping and ensure referral mechanisms are functional.
  • Ensure to provide quality referrals with the needed information and documents to the Social Services Assistant / Officer. Check and revise the referrals shared by Protection Workers before sending to the Social Services Assistant / Officer.
  • Ensure to undertake appropriate follow up with the cases who have been referred to external service providers and those provided with Individual Protection Assistance by GOAL to ensure that their needs are met, planned protection outcomes are reached; and satisfaction levels are appropriate.
  • Ensure follow up on referral cases and keep record on outcomes. Provide support to Social Services Assistant / Officer in keeping the Referral tracker updated and with correct information.
  • At all times, be up to date on his/her knowledge on the local service and assistances available where GOAL Turkey Programs are operating for appropriate referrals.
  • Support MEAL team to ensure that appropriate monitoring activities are undertaken to a high standard to capture lesson learned and best practices.

 

Requirements (essential)

  • Turkish Citizenship.
  • University degree in related field (e.g. social work, sociology, international relations, law, psychology, and other relevant disciplines).
  • Strong communication skills, both verbal and written in English in addition to Arabic or Turkish.
  • Experience of community-based programs, social work and/or field case management experience, experience in staff management.
  • Minimum 3 years’ work experience in NGO (in paid or voluntary capacity) preferably experience in Southeast of Turkey and/or with semi-nomadic groups is an asset.
  • Understands rights and protection issues of refugees, children, and women.
  • Demonstrated ability to work with limited supervision.
  • Good negotiation and problem-solving skills, proven communication, interpersonal, representation skills.
  • Proven planning, communication, interpersonal, and representation skills.
  • Strong writing and documentation skills
  • Excellent level of knowledge and practice with Word, Excel, Outlook, etc. required.
