For Oxfam KEDV’s emergency earthquake response in Hatay, Kahramanmaraş, Gaziantep we are looking for a PHE Team Leader.

 

Team Purpose  

To work with Programme team and Oxfam KEDV’s partners to design and oversee Oxfam KEDV WASH program in Hatay, Kahramanmaraş, Gaziantep provinces. 

 

Job Purpose  

To manage, coordinate and lead in the implementation of Oxfam KEDV’s quality, gender-sensitive, accountable, and impact-focussed PHE (Public Health Engineering) programme in Hatay, Gaziantep or Kahramanmaraş provinces, ensuring integration with all sectors (EFSVL and protection) including community participation and consultations in an emergency programme. The work will involve technical advisory and capacity building to staff and partners for the immediate emergency stage and the implementation of public health measures required to alleviate the plight of the people affected by the emergency. 

 

Dimensions  

  • Managing/supervising resources within PHE staff activities including PHE assistants and assets.
  • Assist in developing engineering designs, technical specifications and estimate bill of quantity.
  • To ensure that all facility design take gender and disability issues fully into account.
  • Diverse and complex problem-solving, requiring professional knowledge, field experience and an understanding of emergency and humanitarian work.
  • Advice and decision-making often given over distance with limited information and in a dynamic context.
  • Collect technical data and contribute to quality project reports enabling progress and indicator tracking in terms of both quality and quantity.
  • Work patterns are not routine and often high pressure.
  • Makes complex technical information accessible and usable by non-specialist.
  • Creates opportunities to develop work within a framework plan.
  • Knowledge required includes broad understanding of and their relevance to own specialism.
  • Communication with internal staff, also with some external contacts / target audiences to support operational work.
  • Involve communities into planned activities. Influence staff, partner and volunteers in Oxfam and develop effective networks with external bodies.

 

Key Responsibilities

  • Manage and lead a team of PHEs for the implementation engineering works. 
  • Conduct rapid WASH assessment in conjunction with the relevant PHP, protection and EFSVL team member(s) and or adjust an assessment according to the changing context. 
  • Prepare Bills of Quantities, design drawings and schedules of work as part of planning, implementing and supervising the installation and good quality of referred works and report immediately any changes required in design and cost beyond the scope of approved budget.
  • Undertake innovation works relevant to the programme and report on the development and progress. (especially on type of material/design on water and community engagement)
  • Monitor and support the performance of contractors undertaking work on behalf of the project.
  • Support logistics and finance team to ensure timely delivery of supplies planned under all the projects.
  • Undertake field site visits to monitor the programme progress and provide strategic guidance and support.
  • Represent Oxfam KEDV at district level for WASH and actively participate in meetings/dialogues.
  • Coordinate and engage with other stakeholders such as local leadership, district authorities, etc.
  • Carry out Monitoring & Evaluation to assess and evaluate the impact of the project on beneficiaries and surrounding environs. 
  • Work closely with members of other teams especially PHP and EFSVL, Protection, Gender, etc and other relevant agencies on the ground.

  • Provide hands-on support and leadership in the implementation of PHE works including capturing best practices, lessons learned, case stories, key data collection/ preservation/ analysis/ synthesis etc.

 

Skills and Competence

  • Degree in Engineering fields. (Civil, Water, Agriculture, Environmental or other relevant) 
  • At least 5 years of hand on experience of working in humanitarian water and sanitation programme.  
  • Experience in the design and implementation of water infrastructure, in the development of tender dossiers and in the practical supervision of construction / installation work. 
  • Experience with the drilling of boreholes and the construction of water storage tanks.
  • Knowledge of Sphere standards and indicators pertaining to water and sanitation.
  • Ability to engage proactively with project communities to ensure their full participation, with an emphasis on ensuring the participation of women in the design, implementation and management of WASH activities.
  • Demonstrated experience of managing team.   
  • Demonstrated experience of integrating gender and protection into emergency WASH response programmes and longer-term strategies.
  • Diplomacy, tact and negotiation skills.
  • Competent & with experience in engineering drawings.
  • Strong management, project planning, organizational, interpersonal, and communication skills.
  • Demonstrated experience in financial management and budgeting of humanitarian WASH projects.
  • Experience in coordinating and managing both direct operational and partner-based projects and institutional donor grant.
  • A proven record of mentoring and capacity building of teams and partners.
  • Ability to work well under pressure and in respond to changing needs.
  • Excellent communication and cross-cultural management skills.
  • Excellent command of Turkish.
  • Good written and spoken English.
