About us: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a potential candidate to manager an Protection/Livelihoods Project Manager funded by BPRM.

The position will require significant resourcefulness, willingness to travel and flexibility. This is a national post and candidates should have the right to work in Turkey at the time of application.

Job Summary

Concern is seeking a Protection/Livelihoods Project Manager to manage a BPRM funded project for non-Syrian refugees implemented by Concern and three other partner organizations in South East Turkey. The project activities are as follows:

  1. Outreach to provide non-Syrian refugees with information about their rights and obligations in Turkey.

  2. IPA/Case management to help non-Syrian refugees to access government and 3rd party services.

  3. Turkish language and livelihoods support to help non-Syrian refugees to learn Turkish, to become more independent in Turkey and to meet their basic needs.

    The Protection/Livelihoods Project Manager will be overall responsible for all BPRM funded project activities including activities implemented directly by Concern teams in Sanliurfa Province and activities implemented through partners South East Turkey.

The Protection/Livelihoods Project Manager will be responsible for representing all project activities towards the Provincial Directorate of Family, Labour and Social Services (PDoFLSS) and towards the National Labour Agency (ISKUR). The project manager will also be responsible to represent the project in the Protection and Livelihoods working groups as required and to attend adhoc coordination meetings with other organizations working in the targeted provinces.

Main Duties and Responsibilities:

Project management:

  • Day-to-day management and supervision of project activities implemented by Concern teams.

  • Organize regular trainings for Concern project team.

  • Monthly review of project expenditure and forward planning.

  • Maintain up to date project plans based on activities and financial progress.

  • Work with the MEAL Coordinator to ensure that monitoring data is collected including baseline data, secondary data, reviews, end line surveys, donor reporting and internal/external evaluations.

  • Work with the team to identify and document project learning and success cases and disseminate learning on the humanitarian response.

  • Budget holder responsibility for all Concern implemented activities.

  • Line management of Concern project team including staff development, performance and development review.

  • Contribute to project strategies and to programme development in the protection and livelihoods sector

    Partnerships:

  • Support the partnerships team during monitoring visits to partner organizations

  • Regular review of partner performance and expenditure and forward planning

  • Coordinate with Partnership Manager to conduct training needs assessment for partner organizations and identification of appropriate trainings

    Coordination and Representation

  • Represent project with respective Turkish authorities including ISKUR and PDoFLSS.

  • Share information on Concern activities and interventions and promote good relations and collaboration with other actors working in the education, protection and livelihoods sectors.

  • Coordinate project activities with other Concern project managers.

  • Oversee internal and external referral mechanism.

  • Represent project activities in BPRM partner meetings.

Other Tasks:

  • Contribute to organizational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership).

  • Support and promote the standards outlined in the Concern Code of Conduct and associated policies to partners, project team, beneficiaries, and be committed to providing a safe work environment.

  • Support emergency response programming for Concern by undertaking other tasks as directed by the Programmes Director

Person Specification:

Minimum Education, Qualifications & Experience Required:

This is a national post and candidates should have the right to work in Turkey at the time of application.

  • Bachelor’s degree in business, international development, psychology, sociology or related subject area

  • 3 years of experience working within the protection/ livelihoods sector for a humanitarian organization

  • Fluency in written and spoken Turkish and English

  • Experience working with donors such as BPRM and ECHO

  • Strong problem solving, team management and communication skills

  • Ability and willingness to travel to the project sites and to visit partners.

  • Ability to work independently and take initiative

  • Commitment to humanitarian principles and values

  • Commitment to Concern equal opportunity and gender policy

    Preference will be given to candidates who have:

  • Previous experience of working with non-Syrian refugees in Turkey

  • Previous experience of working with Turkish government partners.

  • Arabic/Farsi language skills are desirable

  • Commitment to Concern’s ethos and values

  • Ability to train local staff and to motivate and develop skills of others

  • Familiarity with logistics, HR, Finance, and administrative processes

  • Ability to organize and prioritize workload, using initiative when appropriate

  • Good team player, flexible and capable of working with a multinational country team, politically and culturally sensitive

  • Ability to cope with stress; work under pressure often to strict deadlines

  • Flexibility, adaptability, sense of humour, and patience

  • Ability to motivate and develop skills of others
