The REACH Operations Support Assistant is responsible for follow up of all REACH finance, logistics, admin, HR and compliance matters in the REACH Turkey operation. They will have to ensure that they maintain daily communication between the ACTED Finance, Logistics, HR, and Admin (FLAT) teams and the REACH Assessment Manager to ensure all ACTED procedures are being observed, all stakeholders are aware of status of FLAT matters, and timelines for completion of tasks is clearly understood by both parties.

 

GENERAL OBJECTIVES:


- Respect and Follow up the ACTED’s Finance, Logistics, HR, Admin, and Compliance (FLAT) Procedures.
- Follow up on REACH FLAT matters on a daily basis, including daily liaison with ACTED FLAT teams.


KEY RESPONSIBILITIES:


Logistics:


- Being aware of ACTED procurement guidelines and lead in times for procurement, and ensuring they are applied.
- Ensuring all REACH staff movement requests are incorporated by the ACTED Logistics department.
- Support to all REACH staff for the drafting and timely submission of procurement documents to ACTED Logistics department, in addition to organising regular requests to ACTED Logistics for office supplies.
- Ensuring that all REACH Turkey assets are registered in the general asset list and according to ACTED logistics procedures.
- Ad hoc support to ACTED Logistics in procurement process when required.

 


Finance:


- Support to ACTED Finance department on providing documents (Completion Certificates, Payment Vouchers etc.) for regular salary payments for REACH field staff inside Syria.
- Being aware of the projects which REACH use and be make sure of the correctness of the budget codes and project lines on the documents.
- Follow up of any financial issues on an ad hoc basis.
- Provide to support as required to REACH Assessment Manager and ACTED Country Finance Manager for any tasks.

 


Admin:


- Drafting to the service level agreements for enumerators and team leaders as requested and approved by REACH Assessment Manager.
- Lead in the dissemination and collection of attendance sheets and completion certificates for staff in Turkey and Syria each month.
Term of Reference
ACTED Turkey
- Ensure transmission of Admin documentation between REACH and ACTED Admin team, including leave requests, sick leave, appraisals, and others as required.

 


HR:


- Support in the creation and updating of staff TORs.
- Lead on creation and submission of staff recruitment requests under the guidance of the REACH Assessment Manager.
- Maintain communication between REACH and ACTED HR department for ongoing recruitments.
- Support in interview and overall recruitment process as required by ACTED HR Department and REACH Assessment Manager.
- Support the application process for new international staff as required ACTED HR Department and REACH Assessment Manager.

 


Compliance:


- Assist in the organization, filing, and maintenance of all documentation required by the ACTED Compliance team throughout project duration and in advance of internal and external audits.
- Ensure compliance of ACTED and donor regulations throughout project duration.
