Background information:

RET Turkey works on bridging the gap between humanitarian and development assistance, focusing primarily on vulnerable and marginalised youth residing within country. RET envisions a world in which vulnerable young people overcome multidimensional adversities and are capacitated to lead their own journey towards rebuilding more resilient and peaceful communities. To achieve this goal, RET relies on two decades of experience bridging humanitarian and developmental approaches to act efficiently within our main areas of interventions.

Towards that end, RET has invested in designing evidence-based cross-cutting assistance interventions that aim, among other things, at:

- Countering the marginalisation of vulnerable adolescents by endorsing“a gender-balanced approach”to youth agency pillared around: (i) cultivating leadership congruent with fostering youth peace ambassadorship; (ii) designing and administering technical and vocational capacity building modules conducive to economic integration; and (iii) supporting youth resilience and socio-educational programming (including basic education), as a conduit for conflict transformation and sustainable peace building.

- Responding to the lack of conflict mitigation mechanisms by building “cross-cultural bridges” between host and displaced communities through: (i) creating platforms for inter-communal and cross-generational dialogue and confidence building; and (ii) promoting youth civic empowerment, peer-to-peer mentoring and anti- violence advocacy initiatives that encourage social cohesion and bolster community resilience; and

- Preventing violent extremism through the: (i) promotion of democratic values and practices via educational programming and learning for responsible citizenship; and (ii) provisioning of psychosocial support and counselling.   

Since 2014, RET Turkey has been amongst the forefront responders to Syrian crisis, reaching out to over 200’000 beneficiaries, whilst implementing a broad range of interventions, in the fields of: (i) Education; (ii) Community-Based Protection, (iii) Child Protection; (iv) Livelihoods & Self-Reliance; (v) Social Cohesion; (vi) Youth Empowerment; and (vii) Institutional Strengthening /Capacity Building of local and public partners.  RET' s mission is to alleviate suffering and catalyzes sustainable development, in crises, conflicts and fragile contexts. 

Duties and Responsibilities :

General Responsibilities:

Under the supervision of the Programme Manager, the Reporting and Data Management Officer is responsible for

• Determining which data entries and/or variables set in the M&E plan are to be captured (and at what frequency), in order to monitor and report on activities to the donor
• Providing a global view of all tables needed to be sent to the project’s Big Query database as well as their characteristics and the source tables needed to create them
• Ensure that the flows are reliable by the means of a separate individual and external verification of the recipes formulated by the “Data Preparation” role.
• Filtering the questions coming from the Project Team before they are sent to the “SQL Query Guru” role, making sure that the question is relevant and that the person asking has the authority to have the information
• Creating, easy to use and pre-tested forms (and their associated google sheets) that will enable the capture of data for each parameter determined by the three “Data Parameter” roles
• Ensuring that teams members responsible for inputting data (registering beneficiaries, listing beneficiary presence to activities, etc.) understand how to use the forms and apply the data capture procedures
• Formulating recipes to produce complete flows (based on the instructions of the “Creation of Flow & Jobs” role), starting the verification phase once a flow is complete and informing the “Creation of Flows & jobs” role of the completion of the formulation and verification, so that the job may be run
• Providing quantitative replies to ad hoc questions asked by the Team and filtered by the “Question Gatekeeper” role, through the formulation of SQL queries in Google Big Query
• Creating, owning and maintaining the core project donor reports (as defined at the beginning of the project), guaranteeing that core reports are “human friendly” and frequently updated

Technical Competencies:

• A technical background in Computer Sciences, Management Information Systems or Engineering is a plus
• Excellent word processing and IT skills, including knowledge of a range of software packages and comprehensive capabilities in Microsoft Office
• Flexibility to manage different tasks effectively and willingness to put in extra hours when required
• Excellent written and verbal communication skills
• Fluency in English required

Specific Responsibilities:

Project Management:

• Reporting and Data Management Officer has to understand what the needs and preoccupations of the project are in order to provide effective assistance.
• Experience in project management will be an asset (Having already managed a team will be an advantage.)
• Data Management Specialist will have a reporting person who will one way or another prepare the data
• Having certification in project management (such as one from PMI) is an advantage.

Data Management:

• Dealing with numbers and computers.
• Should know how to ask the questions to databases, how to cross check to be sure our responses are correct, how to organise the tables in addition to SQL recipes, etc.
• Having good SQL and Trifecta skills will be assets.
• Experiences on Database Design and Planning as well as Data Integrity.

IT Skills:

• Experience in Google Cloud Platform and its derivative applications will be an advantage.
