SCI employ approximately 25,000 people across the globe and work on the ground in over 100 countries to help children affected by crises, or those that need better healthcare, education and child protection. We also campaign and advocate at the highest levels to realise the right of children and to ensure their voices are heard.

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Save the Children (SC)’s Theory of Change is that we can best achieve immediate and lasting change in children’s lives by working through partnership with other civil society, governmental, private stakeholder and academic stakeholders – both for implementation and strategic purposes. Turkey Country Office (TCO) also operates to a large extent in partnerships with municipalities or with municipal associations. Ultimately, our work aims to strengthening systems in support of children’s welfare, protection and development. The role will also work towards ensuring safeguarding priorities, policies are adhered to by SCI team members, partners, suppliers etc to make Save the Children and its programmes safe for all.
The Safe Programming and Partnerships Coordinator will be a member of the Program Development and Quality (PDQ). As the main technical focal point for safeguarding and partner engagement, this role requires close collaboration with numerous stakeholders. S/he will lead on strategic processes to develop, broaden and deepen the TCO relationship with partners. S/he will also provide technical support and oversight to TCO work to build partner’ technical and operational capacities.

Collaboration: HR/ Project managers and other relevant teams within Turkey Country office and partners
KEY AREAS OF ACCOUNTABILITY:
Develop, broaden and deepen the SC Turkey’s relationship with partners
- Ensure that TCO Partnership Strategy is updated in a participatory manner, through partnership strategy workshops and meetings with both SC and partners. The strategy should cover both implementing and strategic forms of partnerships.
- Lead the process of broadening and developing the partnership base via Partnership Scoping processes, Expression of Interests and evaluation and processing of applications. Conduct initial Partnership Assessments to facilitate the effective matching of new funding opportunities.
- As a member of the PDQ team, provide support to new business and proposal development.
- Advising on suitable partners as opportunities arise and flag issues/risks to be considered to design robust, realistic, and high-quality proposals. Also, help to ensure partnership-related costs are appropriately represented and resourced.
Oversee SC’s support to build partner’ technical and operational capacities
- Conduct Partnership Assessments and develop partner capacity strengthening plans and initiatives.
- Coordinate the Accountability Assessment with Save the Children (SC) partners, and inform the capacity building plan
- Support MEAL team as required to ensure that Accountability Implementation Plans are in place for partners.
- Work across all departments within SC to ensure sufficient resourcing of partner capacity building.
- Develop a capacity building check-lists and tools to guide Program Managers and project teams in their regular interaction and capacity building with their partner.
- Participate in quarterly partner review meetings and grant review meetings and actively follow up on outstanding partnership issues.
- Support program and partner staff to ensure that projects are carried out with participation from all affected communities (including children) and that information is shared with affected communities.
Safe programming and Safeguarding Practice promoted across the Country and sectors
- Ensure that all programming is designed, implemented, and monitored through a Child/Adult Safeguarding lens
- Support staff to take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks.
- Ensure that the tools and knowledge is made available to managers and that they know how to access support and guidance
- Support staff to identify potential risks to children in all project activities including workshops and events, plan mitigating measures and assign staff to be responsible for the implementation.
- Make appropriate use of external opportunities to develop the Child Safeguarding Policy and Protection from Sexual Exploitation and Abuse (PSEA) and practice them across the country office, drawing on these experiences to inform and refresh internal policy to ensure that country office maintains its position and standard.
- Act as an ambassador for Child/Adult Safeguarding at all times
- Role model high levels of professional safeguarding behaviour and maintain the standards required by the Child Safeguarding Policy, Protection from Sexual Exploitation and Abuse (PSEA) and Code of Conduct
Safeguarding Leader and Champion
- Maintaining a reporting system that works based on the Local/Country Procedures. This requires coordination with Safeguarding focal points at the head and field offices for the country programme with delegated responsibility to receive concerns and reports
- Deliver high quality, accessible and reliable support, guidance and capacity to emergency/humanitarian response teams, field offices in order to challenge and encourage engagement as we progress full implementation of the Child Safeguarding Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy and procedures
- Undertake clear, strong advocacy in line with the Child Safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) Policy at all levels across the country office, utilising all appropriate internal platforms and events in order to raise awareness, challenge complacency and increase commitment in coordination with HR Manager.
- Champion local implementation and support operations staff to implement trainings for CSG and PSEAS with partners
- Coach and support Safeguarding Focal points based both in Istanbul office and field offices as well as partners in order to improve Child and Adult Safeguarding practice
- Deliver a set of mandatory core training workshops to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions. Deliver on-going refresher training and senior representative induction as appropriate
- Review and strengthen Safeguarding systems within partner agencies, planning and delivering training programs accordingly.
- Deploy resources of the Keeping Children/Adults Safe strategically to ensure that all representatives of Turkey Country Office maintain Save the Children safeguarding standards in coordination.
Ensure transfer of evidence, learning and good practise with regards to partnership
- Proactively interact and liaise with Safeguarding- partnership experts and forum at SC regional and global levels, in order to stay up-to-date on partnership-related procedures and tools, and facilitate transfer of knowledge and learnings
