TITLE: Safety and Security Officer

REPORTS TO: Area Director North West  Syria (NWS) with technical relationship to the Safety and Security Director based in Amman

LOCATION: Gaziantep, Turkey

 

CHILD SAFEGUARDING:  

Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking / vetting process of staff.

ROLE PURPOSE: 

The Safety and Security Officer will work closely with the SRO Safety & Security Director to carry out safety and security assessments, make recommendations and provide support for the program implementation

The NWS Safety and Security Officer supports the implementation and maintenance of partners operations in a dynamic and complex context.

The Safety & Security Officer will facilitate the implementation of Save the Children’s Safety and Security Policy and Standards within country programmes and help drive systemic change in the quality of safety and security management and contribute to building team compliance with safety and security Minimum Standards.

The Safety and Security Officer will have direct communication line with partner’s security focal points and LHA teams, whose role encompasses both traditional INGO safety and security management as well as various liaison and negotiation tasks that are critical to operating in NWS. 

 

MAIN RESPONSIBILITIES

Safety and Security Management

  • Assist Country Management in developing and maintaining adequate security systems and procedures.
  • Ensure the safety of the visitors, track the visits and make sure that incoming visitors receive on time induction/Briefing for S&S 
  • Lead in the development and maintenance of a ‘security culture’ within SCI NWS team.
  • Ensure compliance with SCI S&S related policy and standards 
  • Take ownership of core SCI S&S documents, update and validation
  • Supervise the office guards and ensure their high quality performance
  • Provide office day-to-day Safety and Security assurance, including: situation monitoring, information sharing and reporting, implementing mitigation measures, and evaluation. 
  • Share a weekly report with the SRO SSD.
  • Work with the team to maintain the communications tree and conduct drills on regular basis. 
  • Follow-up, and report on security incidents, ensuring consistent communication with designated staff.
  • Ensure all the S&S equipment are maintained and functioned.
  • Track daily field missions and movements of all staff
  • Keep a good relation and contact with all the partners security focal pints
  • Coordinate with law enforcement agencies, other INGOs, and government sectors, as requested.
  • Other duties as assigned.


Humanitarian Access

  • Report to the Area Director and Safety and Security Director weekly on the changing security situation and context through detailed collection and verification of information.


Contextual understanding and reporting

  • Maintain and hold the security contextual picture / understanding of NWS through the regular communication with partners security focal points.
  • Compile and write regular advisory for both internal and external audiences. 
  • Ensure timely and accurate reporting of all incidents affecting SCI in NWS. Lead on lessons learned exercises with Partners following incidents or near misses. 
  • Manage the incident reporting system and enhance the quality of incident reporting from partners, submit within 24 hours and alarm relevant team members on the impact and share the analysis from SS perspective. 


Capacity Building & Team Management

  • Support the NW Syria management to implement routine and special staff learning / training
  • Build, maintain, resource and develop the Partners security focal points
  • Ensure all required S&S training are undertaken by staff & where required develop and deliver training
  • Undertake assessments of partner security management capacity and develop capacity building plans and proposals for them


Crisis Management

  • Ensure effective incident management capacity for the team
  • Support with Incident/Crisis Management as required. 
  • Develop, maintain and ensure the effectiveness of NWS Hibernation, Relocation, and Evacuation Plans in collaboration with the Turkey Country Office
  • Ensure effective medical evacuation systems are in place

QUALIFICATIONS AND EXPERIENCE

Essential

  • 1-3 years of experience in Security Management
  • Excellent interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, donors, International Organisations and local NGOs.
  • Experience of working in hostile environments.
  • Self-motivated with the ability to work autonomously in a highly stressful and challenging environment, balancing between multiple competing priorities.
  • Proven ability to undertake Security Risk assessments. 
  • Ability to formulate and communicate analysis of a changing security environment.
  • Proven skills in concise and succinct report writing.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams.
  • An ability to be flexible and demonstrate a high-level of interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues
  • Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
  • Fluent in English (written and spoken).
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job. Commitment to Save the Children child protection policy. Ability to articulate humanitarian principles as a basis for ensuring access.
  • Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.


Desirable 

  • Previous experience as an NGO Security staff.
  • Experience in designing and delivering Training. 
  • Operational experience in post war / disaster affected environments with NGO, military, police or other background.
  • Additional language(s) – ideally Arabic or Turkish.
