Dünya Doktorları Derneği (DDD) is a humanitarian, impartial and independent non-governmental organisation based in Turkey, facilitating access to health care to populations affected by armed conflicts, internal violence, poverty or exclusion.

Dünya Doktorları Derneği (DDD) in Turkey, in collaboration with different partners, is running projects aiming at facilitating access and orienting beneficiaries to primary and secondary level of health care services, providing Mental Health & Psychosocial Support and Physiotherapy & Rehabilitation services to the refugees and migrants in Turkey.

Mission

Since the beginning of the Syrian and Iraqi crises, a massive influx of external population movements has taken place through the Turkish border into inside Turkey. Over 3 million refugees, migrants & asylum seekers are currently hosted in Turkey which led to an increasing demand for health services and put a serious burden on the system. A need arose for permanent health facilities to provide services; and hence improve access to the services to a large number of refugees and migrants.

In this context, Dünya Doktorları Derneği’s intervention aims at assisting the local public health system in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul provinces.

The conflict between the Syrian army and opposition resulted in the death and casualties of thousands of people, massive displacements of populations within the country and into neighbouring countries. The DDD´s Turkey / Syria mission gradually grew around three main objectives:

Provision of Primary Health Care services and sexual and reproductive health services to target population in Syria and Turkey

Provide emergency medical relief/support through referrals in the areas of intervention in Syria

Provide Mental Health and Psychosocial support to target population

 

Hierarchical & Functional links

Based in Antakya, the Security and Liaison Manager is a team member of the Accountability, Reporting and Compliance to the Program Coordinator.

The Security and Liaison Manager works at the direction of and reports on technical issues to the Program Coordinator for Syria. The primary function of the Security and Liaison Manager is to provide assistance to the Program Coordinator in all issues of safety and security as related to staff and programs in the Syria in which they work. The Security and Liaison Manager oversees daily security management in their country program and supervises National (local) Security Officers as well and trains and mentors Security Focal Points.

Function Details

Security Management

Develop and update the security guidelines, SOP’s and Contingency Plans for their country program;

Supervise and train national (local) counterpart and security officers in their country program;

Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented;

Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats;

Design and drill warden systems, emergency radio Skills, and provisioning of emergency supplies for field personnel;

Ensure internal incident tracking system is utilized properly and perform incident mapping and analysis;

Collects security related information from local and regional resources as it applies to DDD sites and cross check it with field coordinators. Then after, compile information and communicates with the program coordinator as appropriate;

Monitors the security preparedness of country staff and works with program coordinator to enforce staff compliance with internal security policies and SOPs;

When directed by the program coordinator, carry out investigations and capture lessons learned to be incorporated into future staff trainings;

Act as a key member of the Field Incident Team when required during a crisis so that safety policies and procedures are implemented;

Audits communications equipment and facilitates communications-related assistance when necessary;

Recommends changes in country security plans to program coordinator as needed;

Ensure induction security briefings are conducted to all arriving staff, visitors or volunteer;

Training and Capacity Building

Determine training needs for the field security staff;

Train national staff to increase their responsibilities in order to build capacity and ensure their competency to follow context and security related incidents effectively;

Works with program coordinator and operations director to conduct any staff security training that is warranted;

Working Relationships

Maintain excellent working relationships as a member of the country team senior management;

Build strong professional relationships with UN agencies, and another NGO’s;

Representation

 

Attends security coordination meetings and updates program coordinator on current security issues;

Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

5.5  Compliance And Reporting

Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidents;

Conducts and submits Security Risk Assessments of programs, as required;

Conducts and submits full Site Security Surveys of every site visited;

Conducts and submits Trip Reports of all field deployments or using national (Local) staff;

The above should be completed using the Security Department approved templates, and be submitted to the program coordinator and director of operations;

Keep excellent records and logs to ensure continuity of this position;

5.6  Other

Participate drafting proposals, work plan, etc. where and when necessary;

Any other related DDD tasks as assigned by supervisor/line manager.

Promote and encourage a culture of compliance and ethics throughout Dünya Doktorları Derneği. As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

 

Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.

 

Expected profile

Knowledge & Qualification & Experience

University degree or equivalent qualification in related fields

At least 5 years of field security experience in hostile environments

Previous experience working in NGO

Ability to relate to and motivate national staff effectively

Creativity and the ability to work with limited resources

Extremely flexible with the ability to cope with stressful situations and frustrations

Excellent decision-making skills

Must work independently under difficult conditions

Advance First Aid training

Ability to exercise sound judgment and make decisions independently.

Languages

Required: Arabic and English (oral and written);

Asset: Turkish
