Position:              Senior Compliance Officer

Location:             Gaziantep, Turkey

Reports to:         Compliance Coordinator              

Background:

Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This is being carried out through an approach to programming where projects focus on the sustainability rather than relief delivery. GC is a fully registered organization in Turkey and has built its humanitarian response capacity in Turkey.

Global Communities (GC) intends to hire a full-time Senior Compliance Officer (SOW herein) to facilitate the compliance of organizational functions with donor and local regulations, internal policies, and controls. This position is based in Gaziantep and will report to Compliance Coordinator.

 

RESPONSIBILITIES:

  • Stay informed of and ensure adherence to GC and donor procedures and policies in relation to Supply Chain, Finance, HR, and Programs as set out in relevant manuals and regulations.
  • Contribute to the risk identification and assessment processes in the organization.
  • Perform Compliance Reviews, according to the approved plan, as well as based on special requests, including but not limited to the following:
    • Review and analyze the extent to which GC’s internal policies, rules and guidelines are complied with, including conducting walkthroughs and tests that systematically assess whether systems and controls are operating as per policies, procedures, and donor regulations.
    • Review the adequacy and effectiveness of GC’s partners/sub-awardees’ systems and internal controls, ensuring that they offer adequate protection against error, fraud, loss or non-compliance.
    • Perform investigations, conduct walkthroughs, tests, and other types of reviews, and provide objective, unbiased and relevant opinions based on information obtained. Proactively suggest ways to test, review as well as obtain accurate information related to the matter.
    • Document work through high-quality work papers, in line with the existing methodology. Summarize results of the review in reports, referencing corresponding policies, guidelines, and outlining recommended corrective actions.
  • Participate and proactively contribute to development of corrective action plans to address and prevent organizational risks.
  • In coordination with supervisor, deliver training, provide capacity building and support to GC staff and/or partners to enhance their knowledge and understanding of GC and donor policies and procedures.
  • Support Compliance Coordinator in timely registration of compliance initiatives, registering status of their completion against the plan. Maintain standard electronic archiving system for internal departmental files, adhering to standards and requirements from Regional Compliance.
  • Support the Compliance Coordinator in developing and implementing corrective action plans for resolution of problematic risk issues and providing general guidance on how to prevent similar situations in the future.
  • Ensure a high level of confidentiality and security of entrusted data is always maintained.
  • Any other job-related tasks assigned by the supervisor.

 

Supervision

  • Supervise assigned staff. Manage their day-to-day performance; provide ongoing training and constructive feedback; conduct performance reviews in accordance with the organization’s requirements.
  • Review workpapers produced by Compliance Officers, provide suggestions for revisions, ensure adherence to quality standards, and keep a clear trail of review notes and edits.
  • Finalize the reviews, providing clear reports with a strong focus on addressing the risks and providing value-added recommendations for management’s follow-up.

 

Education and Training

  • University degree in Accounting, Business Administration, Financial Management, Economics, or another compliance-related field.
  • Certified CPA in Turkey
  • Completion of Certified Internal Auditor program would be an asset

 

Experience

  • Minimum of 3 years or equivalent experience in the field of compliance, audit (internal or external), financial management, internal control evaluation, etc. A Master’s degree in a relevant subject may be considered as equivalent to 1 year work of experience.
  • Professional experience working in a similar organization (international NGO or UN) is strongly preferred.
  • Demonstrated familiarity with and understanding of USAID and other international donors’ regulations.
  • Experience in undertaking interviews, inspections and investigations would be an advantage.

  • Strong analytical and reporting skills
  • Ability to work independently while being a strong team player, be a proactive problem-solver.
  • Ability and confidence to communicate effectively (verbally and in writing) at all levels of the organization
  • Excellent command of Microsoft Excel; good knowledge of standard office programs
  • Sets high standards for quality of work and consistently achieves established goals
  • Ability to work under pressure, including work in unstable and frequently changing security environments
  • Accuracy and attention to detail
  • Must be flexible, willing to perform assigned and additional duties and work irregular hours

 

Language skills

  • Proficiency in both verbal and written English
  • Fluency in Turkish or Arabic language is required
