Location : Ankara,with travel to other provinces as required
SUMAF is providing technical assistance services to the European Commission (both at the level of Brussels and the EU Delegation in Turkey) to support it to monitor and evaluate the Facility for Refugees in Turkey. This work includes the conduct of regular reviews of a large number of projects operating in a range of sectors as well as the overall monitoring and reporting of the efficiency and effectiveness the whole portfolio, involving the production of synthesis reports at sector level and for the Facility as a whole.
The expert will act as the senior sector advisor to SUMAF for the health sector. This involves advising on developments in the health sector in Turkey in general, and relating to the refugee situation in particular. The expert will ensure that SUMAF’s work is well-aligned with government policy and sectoral developments in general and will provide strategic inputs to the conduct of project reviews. He/she will also have and further develop a strong grasp of official statistics and data collection systems within his/her sector. He/she will work closely with the SUMAF e TAT (Technical Assistance Team) and will engage directly with the relevant sector team at the EU Delegation and the relevant project management teams (Implementing Partners).Where appropriate, the sector adviser may also participate in monitoring missions if necessary.
Specific main tasks:
1. Tracking and collecting information on key developments within the sector (institutional, legal, political, etc.) in relation to Facility priorities;
2. Advisory support to the TAT on Action- and RF-level monitoring and reporting issues
3. Advisory support to the TAT with the technical design and follow-up of monitoring missions.
4. Technical advice to SUMAF and EUD on all relevant aspects related to their sector (GoT policies, plans, institutions, sectoral statistics and related data management systems etc.);
5. Review of Action progress reports and provision of requested specific inputs to RF reports;
6. Technical advice to SUMAF and EUD on specific Action & RF-level data questions;
7. Technical advice on the technical design of and follow-up from monitoring missions.
Required Qualificationsand Skills
- A Masters or higher degree;
- Full computer literacy;
- Excellent command of written and spoken English;
- Excellent command of written and spoken Turkish;
- Good communication skills;
- Good visual communication and presentation skills;
General professional experience
- At least 15 years of professional experience in the relevant sector.
- Significant experience in the design, implementation or evaluation of development projects in his/her sector
- In-depth experience of the Turkish public administration within his/her sector.
Specific professional experience
- Significant experience in the development and use of results-based monitoring and evaluation approaches (including log frame analysis);
- Proven ability to write high-level sector analysis reports
- Proven experience in the implementation of capacity-development programmes.
