ABOUT HUMAN APPEAL:

Human Appeal international (HA) is a humanitarian, non-governmental and non-profit organization that works in 25 countries around the world since 1991.

BACKGROUND:

Since 2013 HA has set up an office in Turkey. HA is an INGO that provides emergency aid and services to people affected by the conflict in Syria. HA works in a variety of sectors which include; education, food and livelihood, WASH, shelter and others.

JOB PURPOSE

The primary function of the Senior FSL Project Coordinator includes supporting the Head of programmes in the planning, designing, implementing, supervision, developing and administering the overall FSL Programmes in Syria.

DUTIES AND RESPONSIBILITIES:

Programmes Duties

  1. Responsible for the implementation of FSL interventions ensuring that the highest technical standards are respected
  2. Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances
  3. With other related staff finalize implementation plans for each FSL project, and oversee weekly and monthly work plans in line with the implementation plan
  4. To lead the FSL proposals writing.
  5. Capacity to conceptualise programme interventions and to problem solve with the coordination of the Head of Programmes.
  6. Coordinate overall sector programme portfolio to ensure key performance indicators are met and programme impact is in line with the organisational strategy.
  7. To attend cluster coordination meetings, and Present HA in different levels and stages
  8. Providing guidance and technical information on donor rules and regulations to FSL programmes Staff.
  9. Conducting regular field visits and coordinating with donors/suppliers to ensure effective implementation of activities.
  10. Coordinating activities to ensure effective use of time and HA resources.
  11. Supervising the implementation of contracts and project activities to meet timelines and budget limits.

Finance & budgetary and Logistic Duties

  1. Support the finance department by coordinating project budget’s as assigned by line manager and coordination with other departments within the organisation, where needed.
  2. Oversee FSL budgets, financial reporting and forecasting
  3. Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure
  4. Work with logistics/procurement to ensure timely procurement of goods and services for the implementation of FSL programme

M&E Duties

  1. Follow up Monitoring and Evaluation reports, recommend and implement changes to enhance the programmes, as appropriate.
  2. Monitoring performance of Senior FSL Project Coordinator and ensuring high quality programming in keeping with contractual commitments and human appeal standards.

Capacity Building & Training Duties

  1. Participate in training of FSL staff (Coordinators, Officers and Assistants) to ensure they have solid understanding of key programme documents and tools, including MEAL tools
  2. Building capacity of team (Turkey -Syria) in overall design and quality of human appeal FSL Programmes.

Reporting Duties

  1. Providing regular reports to the Head of Programmes of cluster coordination meetings that you attended.
  2. Provide a monthly, quarterly and annual written report to the Head of Programmes on all aspects of the FSL team, programmes, activities and challenges, threats or risks.
  3. Provide a timely monthly, quarterly and annual high quality written report to Donors on all aspects of the FSL team, programmes, activities and challenges, threats or risks.
  4. Any other duties assigned by the Head of Programmes

PERSON SPECIFICATION (FSL, Experience, Skills. Abilities)

Minimum Requirements:

  1. Relevant University degree, Masterdegree or equivalent preferred.
  2. Minimum of 3 years’ successful project management experience in the humanitarian field, FSL Sector.
  3. Excellent knowledge in programmes life cycles, proposal writing and concept notes in excellent English.
  4. Computer literate and competent with Microsoft office and other data management systems, as required.
  5. Excellent verbal & oral communication skills
  • Good verbal and written in English,
  • Arabic and preferably Turkish.
  • Able to communicate complex issues in a concise, accessible and engaging way.
  1. Flexibility and ability to work under pressure, manage time and prioritise work to deadlines.
  2. Management skills, including strong teambuilding skills and problem solving.
  3. The necessarily to learn on the job and willingness to improve and adapt.
  4. Demonstrable understanding of issues related to direct aid and international development in the humanitarian context.
  5. Creative and adaptable working, prepared to travel to meetings, conferences and training within Turkey.
  6. Comfortable in planning and delivering multiple activities under pressure to strict.
  7. Deadlines and high levels of precision.
