General Functions:  

 

Under the overall supervision of the Head of Sub Office - ESEM Turkey Region and direct supervision of the Monitoring and Evaluation Officer (Whole of Syria (WoS)), the incumbent will provide support in the implementation of commodity tracking system (CTS) and Cash and voucher assistance (CVA) technical support across cross-border programmes in line with IOM policies, standards and commitments.

 

Major Duties and Responsibilities:

 

  1. Lead the implementation of Commodity Tracking System and e-distribution. Prepare and maintain CTS equipment, device and materials.
  2. Coordinate with all cross-border implementing partners and warehouse personnel to ensure implementation of CTS is in line with agreed SOP.
  3. Coordinate and train cross-border operation, warehouse personnel implementing partners on how to use the CTS and CVA mobile application and CTS web platform regularly.
  4. Coordinate with implementing partners on the technical implementation of CASH mobile application and web platform. 
  5. Provide real-time technical support to implementing partners and warehouse personnel. Ensure data and information submitted to CTS platform is correct and accurate.
  6. Provide technical support to implementing partners and cross-border operations on cash platform and other technical needs related to CVA on a regular basis.
  7. Troubleshoot any technical issues and concern related to CTS and CVA platform. Coordinate with relevant partners whenever necessary.
  8. Review any technical requirement for CTS and CVA implementation which includes equipment, devices, materials, SOP and other needs related to CTS and CVA.
  9. Document all issues and concern and lessons learn of CTS implementation.
  10. Liaise with cross-border operations schedule of shipment and IP distribution plan.
  11. Analyze CTS and Cash data on daily basis and report and coordinate with operations and implementing partners for any discrepancies and issues.
  12. Prepare CTS reports, analysis and dashboards.
  13. Support circulation of CTS reports, lessons learned, analysis, findings to relevant project manager and cross-border units.
  14. Translate module and other CTS materials from English to Arabic.
  15. Support in Monthly, Quarterly and Annual M&E reports.
  16. Adherence to IOM staff standard and policies and practice PSEA at all times.
  17. Perform such other duties as may be assigned.

 

Required Qualifications:

 

Education:

  • University degree in Social Science, Development Management or Planning, Statistics or a related field from an accredited academic institution with four years of relevant professional experience; or
  • Completed High School degree in above field with six years of relevant experience.  

Experience:

  • Experience in Monitoring and Evaluation in Syrian context, an asset; 
  • Experience in M&E implementation and community-based feedback mechanism, is an asset,
  • Information analysis and report writing, required; 
  • Proven ability to consolidate and validate information from multiple sources;  
  • Proven ability to work with presentation software, e.g. Microsoft PowerPoint is a must;  
  • Knowledge in commodity tracking system and similar application is required.
  • Knowledge in advance excel, powerBi, and statistical analysis, preferred.
  • Knowledge cash mobile application and web platform is required.

 

Languages:

 

  • Fluency in Arabic and English is required.
